3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., REVISED CODE §
4 2-330 (1988) AND LITTLE ROCK, ARK., ORDINANCE NO. 20,746 (JULY
5 9, 2013) TO ASSURE REPRESENTATION ON THE COMMISSION ON
6 CHILDREN, YOUTH & FAMILIES, AND ON THE RACIAL &
7 CULTURAL DIVERSITY COMMISSION, OF SOMEONE ASSOCIATED
8 WITH THE LITTLE ROCK SCHOOL DISTRICT; TO DECLARE AN
9 EMERGENCY; AND FOR OTHER PURPOSES.

11 WHEREAS, it is important that the Commission on Children, Youth and Families and the Racial &
12 Cultural Diversity Commission have at least one(1)member who is associated with the Little Rock School
13 District;
14 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
15 OF LITTLE ROCK,ARKANSAS:
16 Section 1. Little Rock, Ark., Rev. Code § 2-330.13 (a) (2) (1988) is hereby amended to read as
17 follows:
18 One(1)person who is associated with the Little Rock School District either as an elected
19 member of the Little Rock School Board,or if not such appointment is made,is designated
20 for service by the Superintendent of the Little Rock School District.
21 Section 2. Section 1 of Little Rock, Ark., Ordinance No. 20,746 (July 9, 2013) is hereby amended to
22 read as follows:
23 The Commission shall consist of thirteen (13) members. One member shall be selected
24 from each of the seven (7) City Wards; five (5) members shall be selected at-large; and,
25 one (1) member shall be selected from the Little Rock School Board, or if such an
26 appointment is not made,as designated for service by the Superintendent of the Little Rock
27 School District.
28 Section 3. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
29 subparagraph, item,sentence,clause,phrase,or work of this ordinance is declared or adjudged to be invalid
30 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the ordinance
31 which shall remain in full force and effect as if the portion so declared or adjudged invalid or
32 unconstitutional was not originally a part of this ordinance.

1 Section 4. Repealer. All ordinances, resolutions, or parts of the same that are inconsistent with the
2 provisions of this ordinance are hereby repealed to the extent of such inconsistency.
3 Section 4. Emergency Clause.In order to assure that an appropriate representative of the Little Rock
4 School District is involved in the purposes of the Commission on Children Youth & Families and on the
5 Racial& Cultural Diversity Commission, it is necessary to assure that one seat is specifically designated
6 for such a person;since education is a basic part of any programmatic effort to assist children,youth, and
7 families within the City, and to address the pluralistic issues of a diverse population, the need to assure
8 such membership is deemed essential to the public health, safety, and welfare;an emergency is, therefore,
9 declared to exist and this ordinance shall be in full force and effect from and after the,date of its passage.
