3 A RESOLUTION TO ADOPT THE 2016 TO 2018 CAPITAL IMPROVEMENT
4 PROGRAM FUNDED FROM THE PROCEEDS OF THE 3/8-CENT CAPITAL
5 SALES AND COMPENSATING USE TAX; AND FOR OTHER PURPOSES.

7 WHEREAS, the electors have approved an increase in the City Sales and Compensating Use Tax in
8 order to accomplish the list of public purposes set forth in Little Rock, Arkansas Resolution No. 13,343
9 (July 11,2011); and,
10 WHEREAS, funds from the proceeds of the 3/8-Cent Capital Improvements Sales and Use Tax
11 should be directed towards pressing street and drainage problems in the various wards; and,
12 WHEREAS, it is appropriate to identify projects, as further described in Exhibits A and B to this
13 resolution,to be funded during the 2016 through 2018 three(3)-year cycle;
14 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
15 OF LITTLE ROCK,ARKANSAS:
16 SECTION 1. The Board of Directors intends to accomplish the following projects in Ward 1 at a
17 cost of approximately Two Million, Six Hundred Thousand Dollars ($2,600,000) with 2016, 2017, and
18 2018 proceeds from the 3/8-Cent Capital Improvement Sales and Compensating Use Tax:
19 a. Valentine Street from 25th Street to Asher Avenue
20 b. Whitmore Circle Beginning at 34th Street and around the loop street
21 c. 9th Street at College Street widening
22 d. Brown Street from 23rd Street and 24th Street to Asher Avenue
23 e. 18th Street from Peyton Street to Washington Street
24 f. Street Asphalt Overlay throughout the Ward
25 SECTION 2. The Board of Directors intends to accomplish the following projects in Ward 2 at a
26 cost of approximately Two Million, Six Hundred Thousand Dollars ($2,600,000) with 2016, 2017, and
27 2018 proceeds from the 3/8-Cent Capital Improvement Sales and Compensating Use Tax:
28 a. Abigail Street from 8th Street to 1 lth Street •
29 b.' Woodson Road from Halifax Drive to north of Browning Road (continuation of previous
30 project)
31 c. Hutsell Road Drainage, east of Geyer Springs Road
32 d. Wakefield Neighborhood Sidewalks; Lancaster,Doyle Springs South Wakefield
33 e. Street Asphalt Overlay throughout the Ward

2 cost of approximately Two Million, Six Hundred Thousand Dollars ($2,600,000) with 2016, 2017, and

4 a. Kavanaugh Boulevard at Jackson Street Drainage
5 b. Foxcroft Road at Jimmerson Creek Drainage
6 c. Briarwood Ditch Drainage (600 feet of channel improvements) including Choctaw Circle
7 Drainage Improvements
8 d. Street Asphalt Overlay throughout the Ward
9 SECTION 4. The Board of Directors intends to accomplish the following projects in Ward 4 at a
10 cost of approximately Two Million, Six Hundred Thousand Dollars ($2,600,000) with 2016, 2017, and
11 2018 proceeds from the 3/8-Cent Capital Improvement Sales and Compensating Use Tax:
12 a. Gunpowder Road Drainage(pipe replacement)
13 b. Brookside Drive Sidewalk from Markham Street to Rodney Parham Road
14 c. Biscayne Drive Drainage from west of Glenn Abbey Court to Illinois Street
15 d. Street Asphalt Overlay throughout the Ward
16 SECTION 5. The Board of Directors intends to accomplish the following projects in Ward 5 at a
17 cost of approximately Two Million, Six Hundred Thousand Dollars ($2,600,000) with 2016, 2017, and
18 2018 proceeds from the 3/8-Cent Capital Improvement Sales and Compensating Use Tax:
19 a. Gamble Road from Gamble Road to Nix Road (continuation of previous project) and asphalt
20 overlay Nix Road to Kanis Road
21 b. Fox Chapel Cul-du-sac Drainage
22 c. Kings Point Cove Cul-du-sac Drainage
23 d. Markham Sidewalks from Bowman to Entergy Court
24 e. Bowman at Markham Right Turn Lane
25 f. Street Asphalt Overlay throughout the Ward
26 SECTION 6. The Board of Directors intends to accomplish the following projects in Ward 6 at a
27 cost of approximately Two Million, Six Hundred Thousand Dollars ($2,600,000) with 2016, 2017, and
28 2018 proceeds from the 3/8-Cent Capital Improvement Sales and Compensating Use Tax:
29 a. 24th Street from Cloie Circle to Walker Street
30 b. Pennbrook/Cloverhill Neighborhood Flooding&Drainage Rehabilitation
31 c. Spring Valley Manor Drainage(culvert replacement)
32 d. 42nd Street at Malloy Street Drainage
33 e. Peachtree Drive Sidewalk Repairs(4,300 feet)
34 f. Lakeshore Drive and Broadmoor Area Traffic Calming(four locations)
35 g. Asphalt Overlay throughout the Ward

2 cost of approximately Two Million, Six Hundred Thousand Dollars ($2,600,000) with 2016, 2017, and
3 2018 proceeds from the 3/8-Cent Capital Improvement Sales and Compensating Use Tax:
4 a. West Baseline Road Improvements from Stagecoach Road to Southern Hills Circle (north
5 side widening)
6 b. Chicot Road south of Morris Drive Drainage(at 10308 Chicot Road)
7 c. Westwood Avenue Drainage(at 8207 Westwood Avenue)
8 d. Woodbridge Drive Drainage(at 10309 Woodbridge Drive)
9 e. Lassie Lane Drainage(east end)
10 f. Chateaus Lane Drainage(additional inlets and piping in circle)
11 g. Pecan Lake/Tall Timber Drainage (Pecan Lake Road at Tall Timber Boulevard, Tall Pine
12 Boulevard at Timber View Road)
13 h. Street Asphalt Overlay throughout the Ward
14 i. Other projects to be determined in the future (i.e. Mabelvale West Road, asphalt overlay and
15 other)
16 SECTION 8. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
17 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
18 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
19 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
20 resolution.
21 SECTION 9. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
22 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
23 SECTION 10. This resolution will be in full force and effect from and after the date of its adoption.
