3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO.
4 21,139 (DECEMBER 1, 2015) TO EXTEND THE SIZE OF THE TICKER
5 TAPE SIGN FOR THE CREATIVE CORRIDOR'S MAIN STREET MALL
6 BUILDING; TO DECLARE AN EMERGENCY; AND FOR OTHER
7 PURPOSES.

9 WHEREAS,the Board of Directors approved a Sole Source Ordinance to use grant monies to purchase
10 a Ticker Tape Sign for the Creative Corridor's Main Street Mall Building; and,
11 WHEREAS, it has since been determined that there is a need for an additional sign length of eight(8)
12 feet to have a proper sign; and,
13 WHEREAS, grant monies can still be used for this addition to the sign,
14 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
15 OF LITTLE ROCK,ARKANSAS:
16 Section 1. Section 2 of Little Rock, Ark., Ordinance No. 21,139 (December 1, 2015) is hereby
17 amended to read as follows:
18 The City Manager is authorized to enter into an agreement with ACE Sign Company for
19 the purchase of a"Ticker Tape"Sign to be installed on the Creative Corridor's Main Street
20 Mall Building, located at 101 East Capitol Avenue, in an amount not to exceed Ninety-
21 Four Thousand,Eight Hundred Forty and 60/100 Dollars($94,840:60)plus any applicable
22 tax.
23 Section 2. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph,
24 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
25 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this
26 ordinance,as if such invalid or unconstitutional provision were not originally a part of this ordinance.
27 Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
28 ordinance are hereby repealed to the extent of such inconsistency.
29 Section 3. Emergency Clause.The Board of Directors has previously determined that the acquisition
30 and placement of this ticker tape sign on the Main Street Mall Building at 101 East Capitol Avenue, is an
31 essential aspect of the redevelopment of this area; and, the need to extend this sign by a modest distance
32 will only enhance the nature and enjoyment of this corridor, and such enhancement is essential to the public
33 health, safety, and welfare,particularly since the grant monies to be used on this project must be used by

1 a certain date; therefore, an emergency is declared to exist and this ordinance shall be in full force and
2 effect from and after the date of its passage.
