142851 RESOLUTION NO. 14,285 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO CONTRACTS FOR HOUSING OPPORTUNITIES FOR PERSONS 5 WITH AIDS (HOPWA), IN A TOTAL AMOUNT NOT TO EXCEED 6 FOUR HUNDRED EIGHTY-SEVEN, FIVE HUNDRED DOLLARS 7 ($487,500.00), FOR ONE (1) -YEAR, WITH THE CITY'S OPTION TO 8 RENEW THE TERM FOR TWO (2) ADDITIONAL ONE (1) -YEAR 9 INCREMENTS; AND FOR OTHER PURPOSES. 10 11 WHEREAS, the City of Little Rock receives an annual allocation of HOPWA Funds from the U.S. 12 Department of Housing & Urban Development; and, 13 WHEREAS, the proposal to award the contract to Arkansas Aids Foundation is consistent with the 14 City's adopted Citizen Participation Plan and the Consolidated Planning Committee and the 15 recommended sources and uses of the City's 2014/2015 HUD Entitlement Funds; and, 16 WHEREAS, funding through the HOPWA Program was designated for housing assistance and 17 appropriate supportive services for low-income persons HIV positive; and, 18 WHEREAS, , the City of Little Rock is designated by HUD as an entitlement jurisdiction to 19 administer the HOPWA Program for a six (6) -County area, including Pulaski, Faulkner, Saline, Lonoke, 20 Perry and Grant Counties; and, 21 WHEREAS, the City issued a Request for Qualifications dated December 15, 2015, to procure a 22 service provider of the HOPWA assistance; and 23 WHEREAS, on January 14, 2016, the Arkansas AIDS Foundation Three Hundred Twelve Thousand, 24 Five Hundred Dollars ($312,500.00) and the Northeast Arkansas Regional AIDS Network One Hundred 25 Seventy -Five Thousand Dollars ($175,000.00) were selected by the Selection Committee to provide 26 HOPWA services over one (1) -year period, with the City's option to renew the term (2) times in one (1)- 27 year increments; 28 WHEREAS, Arkansas AIDS Foundation will cover Perry, Pulaski and Saline Counties, and 29 Northeast Arkansas Regional AIDS Network will cover Faulkner, Grant and Lonoke Counties; 30 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 31 OF LITTLE ROCK, ARKANSAS: 32 Section 1: The Board of Directors hereby approves funding to the Arkansas AIDS Foundation in the 33 amount of Three Hundred Twelve Thousand, Five Hundred Dollars ($312,500.00) and to the Northeast [Page 1 of 21 1 Arkansas Regional AIDS Network in the amount of One Hundred Seventy -Five Thousand Dollars ($175,000.00)) for one (1) -year, with the City's option to renew the term for two (2) additional one (1) - year increments with the right to terminate the agreement upon completion of the Federally -Funded Housing Programs. Section 2: The recommended sources for funding and uses are from the City's 2014/2015 HUD Entitlement Funds. Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the resolution. Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
