3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ALLOW
4 AN EXPENDITURE INCREASE OF 10% CONTINGENCY ON THE
5 CONTRACTS FOR THE CONSTRUCTION OF FOUR (4) NEW UNITS
6 WITH THE USE OF NEIGHBORHOOD STABILIZATION PROGRAM 2
7 FUNDS (NSP2); AND FOR OTHER PURPOSES.

9 WHEREAS,the City received$8.6 million in Neighborhood Stabilization Program 2 (NSPS2)Funds
10 from the United States Department of Housing and Urban Development as part of the American Recovery
11 Reinvestment Act(ARRA); and,
12 WHEREAS,the funds are to be used for the acquisition and redevelopment of abandoned, foreclosed
13 and nuisance properties for low to moderate income beneficiaries; and,
14 WHEREAS,the Housing and Neighborhood Programs Staff has received formal construction bids for
15 four(4)new construction units; and,
16 WHEREAS, the total amount of the contracts will be Five Hundred Three Thousand, Five Hundred
17 Five Dollars($503,505.00)for the four(4)new NSP2 units; and,
18 WHEREAS,the increase in the 10%for contingencies resulting from the expenditure for the additional
19 units is Fifty Thousand,Three Hundred Fifty Dollars($50,350.00); and,
20 WHEREAS, the NSPS Program followed the requirements outlined in the HUD Notice of Funds
21 Available(NOFA)and is consistent with the City's priorities in the Five(5)-Year Consolidated Plan; and,
22 WHEREAS,these projects are consistent with the City's application for funding to HUD through the
23 NSP2 Program.
24 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS:
26 Section 1. The City Manager is authorized to allow an expenditure increase of 10% contingency on
27 the contract for four (4) new constructions with the use of Neighborhood Stabilization Program 2 Funds
28 (NSP2). The addresses of the four (4)NSP2 new construction units are 1400 South Booker Street, 1406
29 South Booker Street, 3109 West 13th Street, and 1521 South Maple Street.
30 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
33 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the

2 Section 3.Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
3 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
