21116 1 ORDINANCE NO. 21,116 2 3 AN ORDINANCE TO DISPENSE WITH COMPETITIVE BIDS AND TO 4 AUTHORIZE THE PURCHASE OF TWENTY-FIVE THOUSAND 5 DOLLARS ($25,000.00) IN VARIOUS COMMUNICABLE DISEASES 6 VACCINE PURSUANT TO ARRANGEMENTS MADE BY THE UNITED 7 STATES GOVERNMENT; TO DECLARE AN EMERGENCY; AND FOR 8 OTHER PURPOSES. 9 10 WHEREAS,the City of Little Rock maintains an aggressive program to vaccinate at-risk employees 11 against various communicable diseases;and, 12 WHEREAS, on October 22, 2015, the City will sponsor a Health Fair for City employees where, 13 among other things,they can receive flu vaccines; and, 14 WHEREAS,through programs sponsored by the U.S. Centers for Disease Control(CDC)the City can 15 purchase this vaccine at half the cost it required in the market place; 16 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 17 OF LITTLE ROCK,ARKANSAS: 18 Section 1. The City Manager is authorized to purchase 1,000 units of Flu Vaccine, 100 units of 19 Hepatitis A&B Vaccine,and thirty(30)units of TDAP through arrangements secured by the CDC Program 20 for an amount not to exceed Twenty-Five Thousand Dollars($25,000.00). 21 Section 2. The Board of Directors finds that because of the discounted cost of the vaccine made 22 available to local governments by the CDC it is impractical and unfeasible to subject to purchase to 23 competitive bids. 24 Section 3. Funds for this purchase are available in the preventive medicine line item of the annual 25 budget in Account No. 53310, Unit Number 101003. 26 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase or 27 word of this ordinance is declared or adjudged to be invalid or unconstitutional such declaration or 28 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 29 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 30 ordinance. 31 Section 5.Repealer. All laws,ordinances,resolutions,and parts of the same that are inconsistent with 32 the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
