21090 1 ORDINANCE NO. 21,090 2 3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF 4 COMPETITIVE BIDDING AND TO AWARD A SOLE SOURCE 5 PURCHASE ORDER TO TEECO SAFETY, INC., AS THE SOLE 6 DISTRIBUTOR FOR LESS-THAN-LETHAL ELECTRONIC CONTROL 7 DEVICES FOR THE LITTLE ROCK POLICE DEPARTMENT; AND FOR 8 OTHER PURPOSES. 9 10 WHEREAS, Teeco Safety, Inc., is the sole distributor of Less-Than-Lethal Electronic Control 11 Devices manufactured by Taser International,the sole manufacturer of these devices; and, 12 WHEREAS, the Less-Than-Lethal Electronic Control Devices are used by Police Departments 13 across the country; and, 14 WHEREAS, the Less-Than-Lethal Electronic Control Device is the only such device which meets 15 Little Rock Police Department specifications and also has the ability to record actions during the 16 deployment of the device; and, 17 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 18 OF LITTLE ROCK,ARKANSAS: 19 Section 1. The Board of Directors finds that it is impractical and unfeasible to submit this matter to 20 a competitive bid process and,therefore,waives competitive bidding. 21 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to enter 22 into a contract with Teeco Safety, Inc. for the purchase of Less-Than-Lethal Electronic Control Devices 23 for the Little Rock Police Department. 24 Section 3. The amount of this request for the purchase of 100 Less-Than-Lethal Electronic Control 25 Devices manufactured by Taser International is One Hundred Ninety-Three Thousand, Eight Hundred 26 Sixty-Nine and 58/100 Dollars($193,869.58), including use taxes. 27 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 28 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 29 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 31 ordinance. 32 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with 33 any provision of this ordinance are hereby repealed to the extent of such conflict.
