14170 1 RESOLUTION NO. 14,170 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A GRANT AGREEMENT WITH THE ARKANSAS 5 DEVELOPMENT FINANCE AUTHORITY FOR TWO HUNDRED 6 THIRTY THOUSAND DOLLARS ($230,000.00) FROM THE ARKANSAS 7 HOUSING TRUST FUND TO BE USED FOR THE CITY OF LITTLE 8 ROCK'S ELDERLY HOME REPAIR PROGRAM; AND FOR OTHER 9 PURPOSES. 10 11 WHEREAS, the Arkansas General Assembly established the Arkansas Housing Trust Fund 12 ("AHTF") to revitalize distressed neighborhoods and to help alleviate deficiencies in the supply of safe, 13 accessible, and affordable housing for the citizens of the state who are most likely, because of low 14 incomes, to suffer from these deficiencies, including without limitation persons who are homeless, 15 disabled, elderly, or victims of domestic violence; and, 16 WHEREAS, the City of Little Rock applied for and has been approved to utilize Two Hundred 17 Thirty Thousand Dollars ($230,000.00) in Arkansas Housing Trust Funds as supplemental rehabilitation 18 construction funding with the City's Elderly HOME Repair Program to assist not less than ten (10) 19 owner-occupied qualified properties; and, 20 WHEREAS, the Housing and Neighborhood Programs Department has evidenced the capacity to 21 administer Housing Rehabilitation Programs in compliance with State and Federal grant requirements; 22 and, 23 WHEREAS, the Little Rock Board of Directors recognizes the importance of utilizing available 24 funding sources to help alleviate deficiencies in the supply of safe, accessible housing for the City's low- 25 income, elderly citizens; 26 NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 27 OF LITTLE ROCK,ARKANSAS: 28 Section 1: The City Manager is hereby authorized enter into a grant agreement with the Arkansas 29 Development Finance Authority to accept an Arkansas Housing Trust Fund grant in the amount of Two 30 Hundred Thirty Thousand Dollars ($230,000.00) to be used as supplemental rehabilitation construction 31 funding with the City of Little Rock's Elderly HOME Repair Program to assist not less than ten (10) 32 owner-occupied qualified properties; and to execute agreements and documents issued or made in 33 furtherance of those projects on behalf of the City. In the event any title, section, paragraph, item, sentence, clause, phrase, or 2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 5 resolution. 6 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent 7 with the provisions of this resolution, are hereby repealed to the extent of the inconsistency. 8 Section 4.
