14097 1 RESOLUTION NO. 14,097 2 3 4 A RESOLUTION TO SUBMIT BIDS TO PURCHASE PROPERTIES AT 5 THE 2015 ARKANSAS STATE LAND COMMISSIONER AUCTION, TO 6 BE USED FOR NEIGHBORHOOD REVITILIZATION PROGRAMS;, 7 AND FOR OTHER PURPOSES. 8 9 WHEREAS, the Board of Directors has stated as one of its goals a desire to provide for 10 neighborhood revitalization, and has taken special efforts to accomplish this goal through its use of 11 various City and Federal Funds, and in affirmative actions such as the creation of a Land Bank 12 Commission; and, 13 WHEREAS, in order to accomplish this goal, the City's Land Bank has acquired numerous 14 properties in areas that are appropriate for revitalization; and, 15 WHEREAS, the Land Bank Commission has identified two (2) properties within its focus area 16 which can be used to fulfill the City's revitalization goal of acquiring contiguous properties; and, 17 WHEREAS, on April 14, 2015, the two (2) properties will be offered for purchase at the Arkansas 18 State Land Commissioner's auction; and, 19 WHEREAS, State Law requires that the Land Bank Commission obtain authority to submit bids to 20 purchase property from the Arkansas State Land Commissioner by a resolution adopted by the Board of 21 Directors; 22 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 23 OF LITTLE ROCK,ARKANSAS: 24 Section 1. The Board of Directors hereby adopts this Resolution to authorize the Land Bank 25 Commission to submit bids to purchase two (2) properties, not to exceed the sum of Eight Thousand 26 Dollars($8,000.00)from the 2015 Arkansas State Land Commissioner's Auction. 27 Section 2. If the bids are accepted, the Board of Directors, pursuant to Ark. Code Ann. § 14-54- 28 302(c)(West Supp. 2015),must authorize the Mayor to execute any documents necessary to complete the 29 purchase of the properties. 30 Section 3. The properties shall be used for a public purpose, specifically for City Neighborhood 31 Revitalization Programs. 32 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 34 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 1 effect if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 2 ordinance. 3 Section 5. Repealer.
