3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND TO AUTHORIZE THE CITY MANAGER
5 TO ENTER INTO A CONTRACT WITH ZERO RPM, AS A SOLE
6 SOURCE PURCHASER, OF ONE (1) 2013 DODGE CHARGER POLICE
7 VEHICLE FOR THE AMOUNT OF EIGHTEEN THOUSAND, FIVE
8 HUNDRED DOLLARS ($18,500.00); AND FOR OTHER PURPOSES.

10 WHEREAS the Little Rock Police Department has a 2013 Dodge Charger vehicle which was used
11 as a test unit for the installation of Zero RPM Idle Mitigation equipment, with such installation requiring
12 significant modifications; and,
13 WHEREAS, due to the modifications required for the installation, the vehicle is now unsafe and
14 irreparable as determined by the selling dealer; and,
15 WHEREAS, Zero RPM has agreed topurchase the vehicle from the Cityof Little Rock for the

16 amount of Eighteen Thousand,Five Hundred Dollars($18,500.00)as a sole source purchaser;
17 WHEREAS, NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
18 OF THE CITY OF LITTLE ROCK,ARKANSAS:
19 Section 1. The Board of Directors hereby authorizes the City Manager to dispense with competitive
20 bidding, due to the exceptional circumstances regarding the sale of this vehicle, and enter into a contract
21 with Zero RPM, as a sole source purchaser, for the purchase of one (1) 2013 Dodge Charger Police
22 vehicle, which due to the modifications has been determined to be unsafe and irreparable by the selling
23 dealer,for the amount of Eighteen Thousand, Five Hundred Dollars($18,500.00); and,
24 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
25 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
26 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
27 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
28 ordinance.
29 Section 3. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
30 any provision of this ordinance are hereby repealed to the extent of such conflict.
