21009 1 ORDINANCE NO. 21,009 2 3 AN ORDINANCE TO DISPENSE WITH COMPETITIVE BIDS AND TO • 4 AUTHORIZE THE CITY MANAGER TO ENTER INTO A SOLE- 5 SOURCE CONTRACT WITH MOTOROLA SOLUTIONS, INC., FOR 6 UPGRADES AND SECURITY IMPROVEMENTS TO THE CITY'S 7 MOTOROLA CUSTOMER SERVICE REPORTING SYSTEM (311), IN 8 THE AMOUNT OF SIX HUNDRED FIFTY-FOUR THOUSAND, 9 EIGHTY-ONE AND 75/100 DOLLARS ($654,081.75), INCLUDING 10 TAXES; AND FOR OTHER PURPOSES. 11 12 WHEREAS, Motorola Solutions, Inc., is the sole supplier of the Customer Service Reporting (311) 13 System for the City of Little Rock; and, 14 WHEREAS,the current 311 System is outdated and is no longer supported by Motorola; and, 15 WHEREAS, the system upgrades offered by Motorola Solutions, Inc., will allow the City to have a 16 more reliable storage system, add asset management for the Public Works Department, and allow citizens 17 to utilize smart phones and other cellular devices to report service needs to the 311 (CSR) System; and, 18 WHEREAS,the total cost for upgrades and security improvements to the City's Motorola Customer 19 Service Reporting System (311), including applicable taxes, will be Six Hundred Fifty-Four Thousand, 20 Eighty-One and 75/100 Dollars($654,081.75); 21 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 22 OF LITTLE ROCK,ARKANSAS: 23 Section 1. The City Manager is authorized to waive competitive bidding and enter into a sole-source 24 contract with Motorola Solutions, Inc., to provide upgrades and security improvements to the City's 25 Motorola Customer Service Reporting System (311), in the amount of Six Hundred Fifty-Four Thousand, 26 Eighty-One and 75/100 Dollars($654,081.75). 27 Section 2. Funding for this project was approved by Little Rock voters with passage of the 3/8-Cent 28 Capital Tax increase and is available in Account Number 326529-TF52L02. 29 Section 3. Severability. In the event any portion of this ordinance is declared or adjudged to be 30 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this 31 ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or 32 unconstitutional were not originally a part of this ordinance.
