14076 1 RESOLUTION NO. 14,076 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO APPLY 4 FOR A TRANSPORTATION ALTERNATIVES PROGRAM GRANT AND 5 RECREATIONAL TRAILS PROGRAM GRANT FROM THE ARKANSAS 6 HIGHWAY AND TRANSPORTATION DEPARTMENT FOR WORK 7 ALONG RIVERFRONT DRIVE TO ASSIST IN CLOSING THE LOOP ON 8 THE ARKANSAS RIVER TRAIL; AND FOR OTHER PURPOSES. 9 10 WHEREAS, the Mayor's Bicycle Friendly Community Committee, as well as other recreational trail 11 users, have shown support for expansion of the Riverfront Drive Trail to assist in closing the loop on the 12 Arkansas River Trail; and, 13 WHEREAS, the Transportation Alternatives Program Grant and Recreational Trails Program Grant 14 are available from the Arkansas Highway and Transportation Department(AHTD) Federal Funds; and, 15 WHEREAS, AHTD requires that local governments pass a resolution supporting grant applications 16 for the Transportation Alternatives Program and Recreational Trails Program to create "green" dedicated 17 bike lanes from the roundabout near Murray Park to the railroad tracks near Cantrell Road along 18 Riverfront Drive; and, 19 WHEREAS, Federal Funds in the amount of Three Hundred Twenty-Five Thousand Dollars 20 ($325,000.00) will be requested, which will require matching funds in the amount of 20% of the project, 21 or Eighty-One Thousand, Two Hundred Fifty Dollars ($81,250.00); an administration fee of 1%, or Four 22 Thousand Sixty-Three Dollars (4,063.00); and the City will assume the costs of the engineering fees and 23 any right-of-way fees; and, 24 WHEREAS, the aforementioned funds will be paid as follows: Eighty-Five Thousand, Three 25 Hundred Thirteen Dollars($85,313.00)from the 2015 Grant Match (AU) 108459-S45A108. 26 NOW,THEREFORE,BE IT RESOLVED,BY THE BOARD OF DIRECTORS OF THE CITY 27 OF LITTLE ROCK,ARKANSAS: 28 Section 1. The City will participate in accordance with its designated responsibility, including 29 maintenance of this project. 30 Section 2. The City Manager, or his designee, is hereby authorized and directed to execute all 31 appropriate agreements and contracts necessary to expedite the construction of the above-stated project. 32 Section 3. These Federal monies shall be segregated from other City General Fund monies. IPage 1 of 21 1 Section 4. The City pledges its full support and hereby authorizes the Little Rock Parks & Recreation 2 Department to cooperate with AHTD to initiate action to implement this project. 3 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 4 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 5 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 7 resolution. 8 Section 6. Repealer.
