3 AN ORDINANCE TO ESTABLISH GUIDELINES FOR CITIZEN
4 COMMUNICATION; TO DECLARE AN EMERGENCY; AND FOR
5 OTHER PURPOSES.

7 WHEREAS,the Board of Directors has determined that Citizens Communication is an important part
8 of each regular meeting of the Board of Directors; and,
9 WHEREAS, it is important to establish the guidelines for Citizen Communication as a part of the City
10 Code of Ordinances so there can be no mistake;
11 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
12 OF LITTLE ROCK,ARKANSAS:
13 Section 1. The Little Rock Revised Code of Ordinances (1988), is hereby amended to add the
14 following to Article II, Division 2, Part A:
15 Citizen Communication Guidelines
16 Three (3) minutes are allowed to present a specific item which is not already on the
17 Agenda. This time is allotted for any person to express a written or oral viewpoint,
18 grievance, or other message to the Board of Directors. Board members may ask questions
19 of the speaker, or make a relevant comment, after the presentation has been completed. A
20 maximum of thirty(30)minutes is allotted for citizen communications each meeting.
21 No advance permission is required, but persons wishing to address the City Board are
22 required to fill out a yellow card listing the specific subject to be addressed and hand it to
23 the City Clerk upon arrival.
24 Citizen Communication will be held immediately following the Consent Agenda items
25 at the first regular meeting of the month,and at the end of the printed Agenda at the second
26 regular meeting of the month,
27 Section 2.Severability. In the event any title,section,paragraph,item,sentence,clause,phrase or word
28 of this ordinance is declared or adjudged to be invalid or unconstitutional such declaration or adjudication
29 shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the
30 portion so declared or adjudged invalid or unconstitutional were not originally a part of the ordinance.
31 Section 3. Repealer. All laws,ordinances,resolutions,and parts of the same that are inconsistent with
32 the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
33 Section 4. Emergency. The need to have guidelines to follow when the floor of a regular meeting of
34 the Board of Directors is opened for Citizen Communication is essential to the smooth and proper conduct

1 of such a meeting;the lack of such approved guidelines can lead to confusion and disruption;an emergency
2 is, therefore, declared to exist, and this ordinance shall be in full force and effect from and after the date
3 of its passage.
