13992 1 RESOLUTION NO. 13,992 2 3 A RESOLUTION TO ADOPT THE PULASKI COUNTY HAZARD 4 MITIGATION PLAN FOR THE CITY OF LITTLE ROCK, ARKANSAS; 5 AND FOR OTHER PURPOSES. 6 7 WHEREAS, certain areas of Little Rock, Arkansas, are subject to periodic flooding and other natural 8 with the potential to cause damages to people's properties within the area; and, 9 WHEREAS,the City of Little Rock desires to prepare and mitigate for such circumstances; and, 10 WHEREAS, under the Disaster Mitigation Act of 2000, the United States Federal Emergency 11 Management Agency (FEMA) required that local jurisdictions have in place a FEMA-approved Hazard 12 Mitigation Action Plan as a condition of receipt of certain future Federal Mitigation Funding after 13 November 1, 2004; and, 14 WHEREAS, to assist Cities and Counties in meeting this requirement, the City of Little Rock, with 15 the assistance of CSA International, Inc., has initiated development of a County-wide, multi jurisdiction 16 Hazard Mitigation Plan for Pulaski County and all jurisdictions in the County, specifically the Cities and 17 School Districts; 18 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 19 OF LITTLE ROCK,ARKANSAS: 20 Section 1: The City of Little Rock hereby adopts those portions of the Plan relating to and protecting 21 its jurisdictional area against all hazards, (2014-2019 =time span of plan). 22 Section 2: The Emergency Management Administrator is appointed to assure that the Hazard 23 Mitigation Plan is reviewed at least annually and that any needed adjustment to the Hazard Mitigation 24 Plan is developed and presented to the governing board for consideration and agrees to take such other 25 official action as may be reasonably necessary to carry out the objectives of the Hazard Mitigation Plan. 26 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 27 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 28 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 29 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 30 resolution. 31 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with 32 the provisions of this resolution,are hereby repealed to the extent of such inconsistency. 33 Section 5.
