3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH TARGET SOLUTIONS FOR A WEB-BASED
5 TRAINING COMPONENT TO PROVIDE IN-SERVICE TRAINING FOR
6 THE LITTLE ROCK FIRE DEPARTMENT, IN THE TOTAL AMOUNT OF
7 ONE HUNDRED FIFTY-THREE THOUSAND, FOUR HUNDRED
8 TWENTY-NINE AND 96/100 DOLLARS ($153,429.96); AND FOR OTHER
9 PURPOSES.

11 WHEREAS, the Little Rock Fire Department is committed to providing the men and women who
12 carry out its mission the best fire recruit training and in-service training across multiple disciplines within
13 the organization, which is difficult to provide with the Training Officer to Firefighter ratio under which
14 the Department operates; and,
15 WHEREAS, RFQ No. 14149 was issued for the selection of a web-based component to provide fire
16 recruit training and in-service training for the Little Rock Fire Department; and,
17 WHEREAS, several companies responded to the Request for Qualifications and Target Solutions
18 was selected by an approved panel; and;
19 WHEREAS, this web-based component will allow training officers to place a more concentrated
20 effort on in-service training by freeing up classroom instruction and provide more in-service training
21 opportunities;
22 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1: The City Manager is hereby authorized to enter into a contract with Target Solutions to
25 provide a web-based training component for the Little Rock Fire Department in an amount not to exceed
26 One Hundred Fifty-Three Thousand, Four Hundred Twenty-Nine and 96/100 Dollars($153,429.96),to be
27 paid out over a sixty(60)-month timeframe.
28 Section 2. Funding for this contract is available from the existing General Fund Budget and Act 833
29 Funds.
30 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 resolution.
3 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
4 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
