3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND TO AUTHORIZE THE CITY MANAGER
5 TO ENTER INTO A CONTRACT WITH WATCH GUARD VIDEO
6 COMPANY, IN THE AMOUNT OF SIXTY-SEVEN THOUSAND, SIX
7 HUNDRED FIVE DOLLARS ($67,605.00), AS A SOLE SOURCE VENDOR
8 FOR THE PURCHASE OF FIFTEEN (15) IN-CAR CAMERA SYSTEMS
9 FOR NEW POLICE PATROL UNITS; AND FOR OTHER PURPOSES.

11 WHEREAS, the Little Rock Police Department has purchased fifteen (15) new Police patrol units
12 and needs fifteen (15) in-car camera systems for these units which will interact with current software and
13 servers; and,
14 WHEREAS, in 2012 Watch Guard Video Company was selected to provide in-camera systems for
15 newly purchased police units with anticipation of subsequent purchases; and,
16 WHEREAS, in order to provide systems which will interact with current software and servers,
17 Watch Guard has been selected as a sole source vendor for the purchase of fifteen (15) in-car camera
18 systems for the new Police patrol units and has submitted a total quote of Sixty-Seven Thousand, Six
19 Hundred Five Dollars($67,605.00);
20 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1. The Board of Directors hereby authorizes the City Manager to dispense with competitive
23 bidding and enter into a contract with Watch Guard Video Company, as a sole source vendor,to purchase
24 fifteen(15) in-car camera systems for new Police patrol units in the amount of Sixty-Seven Thousand, Six
25 Hundred Five Dollars($67,605.00)
26 Section 2. Funds for this purchase are allocated in the 3/8-Cent Sales Tax Account.
27 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
28 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
31 ordinance.
32 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
33 any provision of this ordinance are hereby repealed to the extent of such conflict.
