3 AN ORDINANCE AMENDING § 5 -60 OF THE LITTLE ROCK
4 CODE, PERTAINING TO AMBULANCE SERVICE, AND FOR
5 OTHER PURPOSES.
7 WHEREAS, the City of Little Rock has, by interlocal agreement, cooperated with
8 other local governmental entities to extend MEMS ambulance services to additional areas; and
9 WHEREAS, such interlocal agreements promote a viable, high quality ambulance
10 service for the citizens of Little Rock and surrounding areas; and
11 WHEREAS, the Board of Directors desires to amend Little Rock, Ark. Rev. Code §
12 5 -60 (1988) to clarify the intent of the interlocal agreements.
13 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
14 OF THE CITY OF LITTLE ROCK, ARKANSAS:
15 SECTION 1. Little Rock, Ark. Code § 5 -60 is amended to read as follows:
16 An ambulance service license shall not be required for ambulance services which are:
17 (1) Owned and operated by an agency of the United States government.
18 (2) Rendering requested assistance to ambulance currently licensed in cases of
19 disaster or major emergency too great for local resources, or in response to provisions of a
20 written mutual aid agreement approved by the ambulance authority.
21 (3) Engaged in intercounty or intercity patient transport to or from facilities within
22 the city and its franchise area extended by interlocal agreement but which ambulance run
23 begins and ends anywhere outside the city and its franchise area.
24 (4) Rendering ambulance services under contract with the authority.
25 (5) Private companies which use an ambulance solely for the transportation of their
26 employees for illness or injury sustained while performing their work.
27 (6) Operating a privately owned ambulance designed especially for the
28 transportation of the infirm or physically handicapped where the ambulance is used solely for
29 the benefit of the owner and not the for hire on a fee for service or prepaid basis.
30 (7) Ambulances owned and operated by a licensed hospital and used exclusively
31 for specialized mobile intensive care or for institutional transfers of their own admitted
32 patients, or residents, provided such hospital shall apply for and receive a special use mobile
33 intensive care license or be eligible for grandfather licensing, as provided for under section 5-
34 79. Such special use permit is not - transferable by the hospital.
