20875 1 ORDINANCE NO. 20,875 2 3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF 4 COMPETITIVE BIDDING AND TO AUTHORIZE THE CITY MANAGER 5 TO ENTER INTO A CONTRACT IN THE AMOUNT OF SIXTY-ONE 6 THOUSAND, THREE HUNDRED THIRTY-THREE DOLLARS 7 ($61,333.00), WITH REMOTEC, AS THE SOLE-SOURCE PROVIDER 8 FOR THE PURCHASE OF ONE (1) UPGRADE TO THE EXISTING F6A 9 BOMB ROBOT FOR USE BY THE LITTLE ROCK FIRE DEPARTMENT 10 BOMB SQUAD; AND FOR OTHER PURPOSES. 11 12 WHEREAS, since September 11, 2011, the City of Little Rock has become eligible for several 13 emergency service equipment grants; and, 14 WHEREAS, the Little Rock City Manager's Office/Emergency Management Division is committed 15 to improving explosive ordnance disposal operations throughout the City; and, 16 WHEREAS, in order to accomplish this goal, the Emergency Management Division proposes the 17 purchase of one (1) upgrade to F6A Bomb Robot for use by the Little Rock Fire Department Bomb 18 Squad; and, 19 WHEREAS, this upgrade for an existing bomb robot in the Fire Department Bomb Squad inventory 20 makes in impractical and unfeasible to bid, therefore, competitive bidding should be waived and the 21 contract awarded to Remotec, as the sole-source provider for the purchase of one (1) upgrade to the 22 existing F6A Bomb Robot, at a cost of Sixty-One Thousand, Three Hundred Thirty-Three Dollars 23 ($61,333.00), for use by the Little Rock Fire Department Bomb Squad; 24 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 25 OF LITTLE ROCK,ARKANSAS: 26 Section 1. The Board of Directors finds that it is unfeasible and impractical to submit this item to 27 competitive bids, and hereby authorizes the City Manager to enter into a contract in the amount of Sixty- 28 One Thousand, Three Hundred Thirty-three Dollars ($61,333.00) with Remotec, as the sole source 29 provider for the purchase of one (1) upgrade for the existing bomb robot for use by the Little Rock Fire 30 Bomb Squad. 31 Section 2. The State Homeland Security Grant program is providing 100% of the funds for this 32 purchase with no fiscal impact on the City of Little Rock. 33 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or [Page 1 of 21 1 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 2 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 3 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 4 ordinance. 5 Section 4. Repealer.
