The Board of Directors of the City of Little Rock, Arkansas, met in a regular meeting with
Mayor Mark Stodola presiding. City Clerk Susan Langley called the roll with the
following Directors present: Hurst; Cazort; Hines; Wyrick; Kumpuris; Fortson; Adcock;
Vice-Mayor Wright; and Mayor Stodola. Directors absent: Hendrix and Richardson.
Director Brad Cazort delivered the invocation, which was followed by the Pledge of
Allegiance.
CONSENT AGENDA: (Item 1)
1. RESOLUTION NO. 13.823: To authorize an increase to the authorized contract
amount for Melchor Construction for the 2012 CDBG Sidewalk Repair and Improvement
Program on Battery, State, Marshall and Wolfe Streets; and for other purposes. Staff
recommends approval.
Synopsis: Authorizes the City Manager to approve an amendment to the construction contract
agreement with Melchor Construction for the CDBG Sidewalk construction on Battery, State,
Marshall and Wolfe Streets; Bid No. 13-147.
Vice-Mayor Wright stated that sidewalks were needed on a portion of 36th Street and
that it was one of the few areas in Ward 6 that was eligible for CDBG Funds. City
Manager Bruce Moore stated that staff would follow-up with the request.
Director Adcock made the motion, seconded by Director Hurst, to approve the Consent
Agenda. By unanimous voice vote of the Board Members present, the Consent
Agenda was approved.
PUBLIC HEARING (Item 2)
2. ORDINANCE NO. 20,832: To abandon a twenty (20)-foot wide easement located on
the common lot line of Lot 1 Love Addition and Lot 1R Campbell Replat Number 2; and
for other purposes. Planning Commission: 8 ayes; 0 nays; 2 absent; and 1 open position. Staff
recommends approval.
Synopsis: The request is to abandon a twenty (20)-foot wide easement located on the common lot
line of Lot 1 Love Addition and Lot 1R Campbell Replat Number 2.
The ordinance was read a first time. Director Adcock made the motion, seconded by
Director Cazort, to suspend the rules and place the ordinance on second reading. By
unanimous voice vote of the Board Members present, the rules were suspended and the
ordinance was read a second time. Director Adcock made the motion, seconded by
Director Cazort, to suspend the rules and place the ordinance on third reading. By
unanimous voice vote of the Board Members present, the rules were suspended and the
ordinance was read a third time.

Mayor Stodola opened the public hearing and asked if there were individuals present
that wished to speak for or against the item. There being none present, Mayor Stodola
closed the public hearing.
By unanimous voice vote of the Board Members present, the ordinance was approved.
EXECUTIVE SESSION (Item 3)
3. RESOLUTION NO. 13.824: To make reappointments to the Central Arkansas
Library System Board of Trustees; and for other purposes.
Synopsis: Reappointment of Marian Lacy to serve his second three (3)-year term, said term to
expire on December 31, 2016. Reappointment of Anna Riggs to serve her second three (3)-year term,
said term to expire on December 31, 2016.
Director Cazort made the motion, seconded by Director Adcock, to approve the
appointments. By unanimous voice vote of the Board Members present, the
appointments were approved.
CITIZEN'S COMMUNICATION
Luke Skrable: Ethical Tax Stewardship in Southwest Little Rock
Director Adcock made the motion, seconded by Director Cazort, to adjourn the meeting.
By unanimous voice vote of the Board Members present, the meeting was adjourned.
