20863 1 ORDINANCE NO. 20,863 2 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., REV. CODE § 2-49 4 (1988) TO SET SPECIFIC TIMES FOR CITIZENS COMMUNICATION 5 ON THE AGENDA OF REGULAR MEETINGS OF THE BOARD OF 6 DIRECTORS; TO DECLARE AN EMERGENCY; AND FOR OTHER 7 PURPOSES. 8 9 WHEREAS,there has been discussion about the time for Citizen Communication during the course 10 of a regular meeting of the Board of Directors; and, 11 WHEREAS,it is desired to have an ordinance which sets this timing in place; 12 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 13 OF LITTLE ROCK,ARKANSAS: 14 Section 1. Little Rock,Ark.,Rev. Code § 2-49(4)(1988)is amended to read as follows: 15 (a) Except as provided in subsection(b)of this section,the order of business at 16 meetings is as follows: 17 (1) Roll call; 18 (2) Invocation; 19 (3) Consent Agenda; 20 (4) Citizen Communications on the first meeting of the month only; 21 (5) Unfinished and new business; 22 (6) Citizen Communications on the second meeting of the month only; 23 (7) Adjournment. 24 (b) There may be deviation from the order of business by a motion to suspend 25 the rules or by general consent.To secure general consent the Mayor states that there 26 will be a change in the order of business if no member objects. 27 Section 2. Severability. In the event any section, subsection, subdivision, paragraph, 28 subparagraph,item,sentence,clause,phrase,or word of this ordinance is declared or adjudged to be invalid 29 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of this ordinance 30 which shall remain in full force and effect as if the portion so declared or adjudged invalid or 31 unconstitutional were not originally a part of this ordinance. 32 Section 3. Repealer. All ordinances and resolutions inconsistent with this ordinance are hereby repealed to the 33 extent of such inconsistency. [Page 1 of 2] 1 Section 4. Emergency Clause.
