3 AN ORDINANCE TO DISPENSE WITH COMPETITIVE BIDDING AND
4 AUTHORIZE THE CITY MANAGER TO ENTER INTO A SOLE-
5 SOURCE CONTRACT WITH CARADINE COMPANIES ARCHITEC-
6 TURE FOR ARCHITECTURAL SERVICES IN CONNECTION WITH
7 THE COMPLETION OF THE STRUCTURE AT 13700 CANTRELL
8 ROAD; TO DECLARE AN EMERGENCY; AND FOR OTHER PURPOS-
9 ES.

11 WHEREAS, the Board of Directors has approved an agreement with the Pankey Community
12 Improvement Association, Inc. ("Association"), for completion of a building owned by the Association at
13 13700 Cantrell Road to be used for a new Police Substation, whereby the City will complete the building
14 so that both the Little Rock Police Department and the Association will be able to occupy separate parts
15 of the structure under certain financial arrangements; and
16 WHEREAS, the building at 13700 Cantrell Road was originally designed by Caradine
17 Companies Architecture; and
18 WHEREAS, the Association has conditioned its approval of the agreement on the City's use of
19 the original licensed architect for the structure to complete the architectural services needed to finish out
20 the structure so it can be occupied; and
21 WHEREAS, the original licensed architect is well familiar with the project and the remaining
22 work that needs to be done for the building to be finished out and occupied by the Association and the
23 City; and
24 WHEREAS, a contract should be awarded to Caradine Companies Architecture to provide the
25 architectural services needed to complete the work that has already been partially accomplished, including
26 preparation of architectural drawings, specifications and other bid documents and oversight of
27 construction work.
28 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
29 CITY OF LITTLE ROCK,ARKANSAS:
30 Section 1. Due to the unique position of Caradine Companies Architecture as to the work it has
31 already accomplished on the structure at 13700 Cantrell Road and the condition imposed by the
32 Association, the Board of Directors finds that competitive selection should be dispensed with and that a
33 contract for the remaining architectural services needed for the project to complete the structure should be

1 awarded to Caradine Companies Architecture.
2 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to
3 enter into a sole-source contract, in a form acceptable to the City Attorney, with Caradine Companies
4 Architecture in an amount not to exceed 6% of the cost of construction of the structure and parking lot
5 improvements, beginning with and inclusive of concept plan work for the June 3, 2013, design
6 accomplished by Caradine Companies Architecture.
7 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
8 or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
9 adjudication shall not affect the remaining portions of the ordinance, which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
11 ordinance.
12 Section 5. Repealer. All ordinances and resolutions, and parts thereof, that are in conflict with
13 any provision of this ordinance are hereby repealed to the extent of such conflict.
14 Section 6. Emergency. The work to be done to complete the new police substation is deemed
15 essential to the public health, safety and welfare, in particular to keep the project for the police substation
16 on a timely schedule for its occupation and use as expeditiously as possible; and an emergency is;
17 therefore, declared to exist, and this ordinance shall be in full force and effect from and after the date of
18 its passage.
