A RESOLUTION ACCEPTING BIDS AND AUTHORIZING THE CITY
MANAGER TO AWARD CONTRACTS FOR SITE DEMOLITION AND
CLEARANCE, FOR STREET AND STORM DRAINAGE IMPROVEMENTS
IN THE SOUTH LITTLE ROCK AREA, FOR THE ANNUAL CONTRACT
FOR STATIONERY AND OFFICE SUPPLIES , AND FOR THE ANNUAL
CONTRACT FOR VETERINARY CARE FOR ZOO ANIMALS ; WAIVING
THE REQUIREMENT OF COMPETITIVE BIDDING ON THE CONTRACT
FOR VETERINARY CARE FOR ZOO ANIMALS ; AND FOR OTHER
PURPOSES .
LATEREAS , invitation to bid was duly advertised, and bids received
pursuant thereto are attached as exhibits for the following:
Exhibit A: Site Demolition and Clearance,
Exhibit B: Street and Storm Drainage Improvement
in the South Little Rock Area,
Exhibit C: Annual Contract for Stationery and
Office Supplies; and
WHEREAS , the lowest responsible and responsive bidders have been
determined, and it is the desire of the Board of Directors to authorize
the issuance of contracts for such purposes to the lowest responsive and
responsible bidders; and
T-IEREAS , the competitive bidding procedure is not feasible for the
annual contract for veterinary care for zoo animals and an exceptional
situation exists because Dr. Jim Westbrook is a sole source in the City
in this specialized field.
NOW, THEREFORE, BF IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS :
SECTION 1. The City Manager is authorized to enter into contracts
with the bidders named on the attached exhibits for a total contract
price as set out, the funds for which have been allocated in the 1979
budget.
SECTION 2. It is hereby declared that competitive bidding is not
feasible for the annual contract for veterinary care for zoo animals
and, therefore, an exceptional situation exists and the requirement of
competitive bidding is hereby waived.
SECTION 3. The City Manager is authorized to enter into a contract
with Dr. Jim 4bstbrook for the annual contract for veterinary care of
zoo animals.
SECTION 4. All items to be purchased herein shall comply with the
bidding specifications. Upon receipt of the items or from time to time
as may be required, the City Manager and the Director of Finance are
hereby authorized and directed to issue the necessary warrants in payment
of the contract price.
SECTION 5. This Resolution shall be in full force and effect from
and after its adoption.
