A RESOLUTION RECOGNIZING CERTAIN PUBLIC PROJECTS
AS HAVING PRIORITIES FOR CONSTRUCTION AND THUS
ENCROACHMENT IN THE FLOOD PLAIN OF THE ARKANSAS
RIVER-LITTLE ROCK REACH; AND FOR OTHER PURPOSES
WHEREAS , encroachments in the Arkansas River Flood Plain-
Little Rock Reach both authorized and unauthorized at this time
have reduced substantially the flood-way capacity of the Arkan-
sas River, the result of which mandates that future encroachments
be restricted to publicly owned projects serving the general wel-
fare of the community; and
WHEREAS , it is recognized that the planned Slack-Water
Harbor at the Little Rock Port and additional industrial area at
said port, the proposed bridge for the East Belt Freeway across
the Arkansas River, construction of the new parallel runway at
the Little Rock Airport and the plans of North Little Rock for
the development of a port and industrial development area in the
vicinity of State Highway 130 east of Rose City are all critically
needed public projects and thus should be recognized as having the
highest priority for construction and thus encroachment into the
said Arkansas River Floodway.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS .
SECTION 1. The following identified public projects are
recognized by the City of Little Rock as being critically
needed for the welfare of the Little Rock Metropolitan area
and therefore insofar as the City of Little Rock is concerned
are given highest priority for construction and thus encroachment
in the Flood Plain of the Arkansas River-Little Rock Reach:
1. Construction of Slack-Water Harbor, an additional
industrial area in the Little Rock Port.
2 . Construction of the bridge for the East Belt Free-
way across the Arkansas River.
3. Construction of the New Northeast-Southwest parallel
Runway at the Little Rock Airport

4. The construction and development of a port and
industrial area by North Little Rock in the vicinity
of State Highway 130 East of Rose City.
SECTION 2 . The U. S. Corps of Engineers is hereby requested
to give priority to the issuance of permits for the above named
public projects with the understanding that every effort will be
made in the planning of such projects to design them so as to keep
at a minimum impediments to the flooding capacity of the Arkansas
River Flood Plain .
SECTION 3. All Agencies, Boards and Commissions of the
City of Little Rock responsible in regulation and control of
Land Use and Land Use Planning are hereby directed to take notice
of the policy of the City of Little Rock as provided by this
resolution.
SECTION 4. This Resolution shall be in full force and
effect from and after its adoption.
