5421 RESOLUTION NO 5,421 A RESOLUTION APPROVING AND AUTHORIZING AN ORGANIZATIONAL STRUCTURE WITH THE RESPON- SIBILITY FOR DELIVERY OF CERTAIN MUNICIPAL SERVICES; AND FOR OTHER PURPOSES WHEREAS , the City Manager proposes to restructure and organize various departments and divisions thereof in the City government in a planned effort to more effectively and efficiently provide certain city services to the inhabitants of Little Rock; and WHEREAS , the Board of Directors concurs with the proposal of the City Manager and desires to authorize the implementation of said proposal . NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS . SECTION 1. To be effective January 1, 1976 , the City Manager is hereby authorized to organize and structure various departments and divisions and offices in City government de- signed to more effectively and efficiently provide services to all inhabitants in the City in keeping with and as provided for by the attached organizational charts identified as Exhi- bit "A" containing twelve pages and pertaining to the following: 1. Office of the City Manager 2 . Personnel Office 3 . Office of Comprehensive Planning 4 . Community Services 5. Engineering 6 . Protective Inspection i 7 . Public Works 8 . Solid Waste 9. General Services 10. Parks and Recreation SECTION 2 . This Resolution shall be in full force and effect from and after its adoption. ADOPTED : September 16, 1975 ATTEST: Q,-rtl� APPROVED: � G'U City Cl�r Mayor ` )at L ,T ,,A „ CITY ORGANIZATION STRUCTURE INTRODUCTION Just as statesmen learned long ago that both good laws and good rulers are needed, so organization builders have learned that sound organization structure is necessary to implement laws and achieve desired results . With this thought in mind the City Manager has studied the existing organization structure in Little Rock city government. The best organization structure will not guarantee results and performance. But the wrong structure is a guarantee of non- performance, friction and frustration. The wrong organization puts the spotlight on wrong issues , aggravates ..irrelevant dis- putes and makes a mountain out of trivia. It accents weaknesses and defects instead of strengths . The right organization structure is thus a prerequisite of performance. Just as prudent policy suggests periodic physicals by our doctors, so every organization needs periodic examination of its ability to effectively achieve its mission. Goals must be clear if desired results are to be achieved. Organizing starts with desired results . Key activities , those load-bearing blocks that carry the "structural"load, must be identified. These "building blocks" are determined by the kind of contribution they make. 4CITY ORGANIZATION STRUCTURE -2_ Four questions are asked in designing building blocks . They are: 1. What should the units of organization be? 2 . What components should join together and what components should be kept apart? 3 . What size and shape pertain to different components? 4 . What is the appropriate placement and relationship of different units? These questions are best answered by grouping activities by the kind of contribution they make. The important groups of activities are result producing, support, hygiene and housekeeping and top management. Result producing and result contributing activities are key for organizational effectiveness . To assist in grouping key activities into building blocks, decision analysis and relation analysis is necessary. The former deals with the placement of structural units and the latter where a unit belongs . The accompanying organizational charts represent the proposed organization to become effective January 1, 1976 . While this effective date is some three months away, considerable effort will be required to make this change including budget preparation, review of specific responsibilities with all affected employees and any changes in office space deemed advisable. Your approval at this time will facilitate the accomplishment of this change. OFFICE OF CITY MANAGER GOAL: Within the authority of the State Constitution, statutes , ordinances of the City of Little Rock and policies of the Board of Directors, administer efficiently and effectively the complex municipal government to achieve a high level of service to the citizens . FUNCTIONS: 1) Recommend to Board of Directors policies which will benefit the health, safety or welfare of the community 2) Think through the mission of City agencies for setting goals and objectives 3) Establish vision and values in key areas of the City organization 4) Maintain relations with key elements in the community and other governments 5) Build and maintain the human organization through developing human resources 6) Serve as Chief Executive Officer 7) Provide for proper administration of all City affairs 8) Appointment and removal of all department directors and subordinates, with due regard to Civil Service regulations 9) Prepare annual budget 10) Enforce all laws and ordinances 11) Investigate the affairs of the City or any department.
