A RESOLUTION AUTHORIZING A CONTRACT BETWEEN
THE CITY OF LITTLE ROCK, ARKANSAS, AND THE
FIRST NATIONAL BANK OF LITTLE ROCK; AND FOR
OTHER PURPOSES
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1 . A contract is hereby authorized between the
City of Little Rock, Arkansas, as administrative arm of the
Central Arkansas Consortium, and the First National Bank of
Little Rock for implementation of a proposed program submitted
by the Central Arkansas Manpower Planning Council, which pro-
gram has been unanimously approved and recommended by said
Council . The program provides for First National Bank to train
bank tellers, such trainees consisting of one person from each
area in the consortium to participate in said training. Total
cost of the training contract shall not exceed the amount of
$11, 771. 00 . Funds for said contract are available under Title I
of the Comprehensive Employment and Training Act. A copy of
said contract is attached hereto as Exhibit "A" .
SECTION 2 . This Resolution shall be in full force and
effect from and after its adoption.

• PROPOSED TRAINING PROGRAM FOR
THE FIRST NATIONAL BANK IN LITTLE ROCK

Statement of Policy: First National Bank in Little Rock
•
In fulfilling its responsibilities as a corporate citizen, First National
Bank recognizes its obligation to play a substantial role in solving
urban problems. The efforts of our bank and other members of the Little
Rock corporate structure are essential if we are to develop and maintain
the healthy social and economic environment vital to long-range prosperity
for the total community.
Consistent with this policy, First National Bank is pursuing a variety
of action-oriented programs to deal with the perplexing challenges in
our city. Our aim is not merely to respond to change but to take(kir in the management of change.' •
The position of a bank, given today's economic situation, is not easily
defined. Profits are, of course, a major concern of any responsible
enterprise in our market system. Profits, yes, but not just for profit's
sake but profit for the good of many. Given this fact, our goals are
clear and inseparable--the growth of our bank and the economic improvement
of the total community. In short, if we strengthen the community we
strengthen our bank. We realize that progress in improving our city's •
urban environment will not come easily. However, we firmly believe that
our bank's financial , technical and human resources have already made
and continue to seek new ways of making important contributions toward
community development.
INTRODUCTION TO PROPOSED TRAINING PROGRAM
There has been a growing awareness at First National Bank that the
L "uneducated" and "unskilled" offers• a vast and virtually untapped source
of manpower, energy and talent. These people have hardly, if at all ,
been touched by traditional training programs. Hence, when the opportunity
for employment becomes available, they are often not fully "qualified".
This condition must not continue to be used as an excuse, but must be •
faced as a challenge.
In accepting this challenge we are seeking to work jointly with the
Central Arkansas Consortium and the C.E.T.A. program to put together a
comprehensive training program.
OBJECTIVE
The aim of the training program will be to train the individual to act
with confidence,, personal pride and dignity. We want to help him understand
the bank "working world" and to acquire job skills that lead the way to
employment and advancement.

Specifically, this program will prepare the individual for a teller's
position or a position in the operation section of our bank or other
financial institutions in the. greater Little Rock area.

TRAINING SCHEDULE
Orientation Period 1 day
Teller's Training School 2 weeks
• Teller's Training Practicum 1 week .
Proof Training 4 weeks
Transit Training • 2 weeks
Account Services 2 weeks
Customer Service 2 days
Teller Training School 2 weeks
Tellers Training Practicum 13 weeks
TOTAL 26 weeks
TRAINING PROGRAM - BREAK DOWN
1. Orientation Period - (1 day) . This period will include a tour of
our entire banking center. The trainees will be introduced to key
people within the bank. A luncheon will be held for them during
the noon hour. The trainees will be briefed as to what' will be
expected of them and what they can expect from the Bank.

• 2. Teller's Training School - (2 weeks) . The school 's purpose is to
familiarize the trainee with the principles and practice of teller
operation. During this session the trainees will be familiarized
with the tools and forms used by tellers. The training will be
indepth and will go slowly to assure the trainee learning as much
as possible. The trainees will go back to this school later in the
schedule for completion of tellers training.
3. Tellers Training Practicum - (1 week) . This period will be spent
in a branch or on the main tellers line. The purpose will be to
let the trainee see the things learned in teller school in actual
practice.
4. Proof Training - (4 weeks) . In this section of a bank, items
presented to tellers during the course of business, i .e. deposits,
withdrawals, checks cashed, transfers, etc, are checked for accuracy
and encoded with magnetic characters before being sent to Transit
and Data Processing. The trainee will receive training and instructions
in the operation of a proof machine.
5. Transit Training - (2 weeks) . Transit is the step between Proof
and Data Processing. The trainee will be familiarized with what
happens to items once they leave the Proof Department. He will not
be required to learn transit operation because of the many complicated
aspects involved. This period is for exposure to the system only.
6. Account Services - (2 weeks) . Trainees will be taught problem
solving. Such things as balancing checking accounts, getting
balances , and solving problems for customers. Things such as
handling irate customers will be discussed. Telephone etiquette is
also a part of this session.

PROGRAM COST
' We have computed costs and determined that we can train these individuals
at a cost of $2,354.20. each. This will cover the cost of training one
individual over the 26 week period. From the proceeds of the training
• program to be paid to First National Bank by the Central Arkansas Consortium,
we will pay an allowance to the trainees. This allowance will be an
added incentive to the trainees to actively participate in the training
program. Out of the $2,354.20 cost per participant, the trainee will
receive $2,206.39 in allowances. $126.40 will go for F. I .C.A. match and
