A RESOLUTION RECOMMENDING TO THE PULASKI COUNTY SENATORS
AND REPRESENTATIVES, SERVING IN THE 62ND GENERAL ASSEMBLY
OF THE STATE OF ARKANSAS NOW CONVENED, THE PASSAGE OF
LEGISLATION AMENDING THE CITY MANAGEMENT LAWS OF ARKANSAS
AND LEGISLATION AMENDING THE CIVIL SERVICE LAWS OF
ARKANSAS CONTROLLING BOTH UNIFORM AND NON-UNIFORM EMPLOYEES
OF THE CITY OF LITTLE ROCK, AND LEGISLATION AMENDING
ACT 93 OF 1927 ; AND FOR OTHER PURPOSES.
WHEREAS, the Board of Directors is convinced that the City
Management Laws of Arkansas should be amended to permit the
duties and office of City Treasurer to be transferred to and
consolidated with the duties of such office or employee of the
City, all under the direction of the City Manager, as the Board
of Directors should charge with the responsibility of handling
all financial affairs of such City; and
WHEREAS, the Civil Service Laws of Arkansas controlling
uniform and non-uniform employees of the City of Little Rock
should be changed in two instances, namely:
A. Require the Civil Service Commission to certify to the
executive head of such City the three (3 ) standing
highest on the eligibility list for new appointments
to any position in the City service .
B. To require the Civil Service Commission to steno-
graphically make a record of all hearings and trials
held by it, which record should become evidence for
consideration in appeals from rulings of said Commis-
sion.
WHEREAS, the provisions of Act 93 of the Acts of Arkansas
of 1927 limiting the aggregate amount of bonds any municipality
may have outstanding under either or both Amendment No. 10 and
Amendment No. 13 to the Constitution of the State of Arkansas
to $5,000,000 should be amended so as to remove absolutely such
limitation,
NOW THEREFORE , BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS :
SECTION 1. Recommendation is hereby made to the Senators
and Representatives of Pulaski County, serving in the 62nd General
Assembly of the State of Arkansas now convened, to pass legislation

affecting the City of Little Rock to accomplish the following
purposes:
A. Amend the City Management Laws of Arkansas to permit
the duties and office of City Treasurer to be trans-
' ferred to and consolidated with the duties of such
office or employee of the City, all under the direction
of the City Manager, as the Board of Directors should
charge with the responsibility of handling all the
financial affairs of such City.
B. Amend the Civil Service Laws of Arkansas controlling
both uniform and non-uniform employees of the City of
Little Rock so as to require the Civil Service Commis-
sion to certify the three (3) standing highest on the
eligibility list for new appointments to any position
in the City service.
C. Amend the Civil Service Laws of Arkansas controlling
uniform and non-uniform employees of the City of
Little Rock to require the Civil Service Commission
to stenographically record all hearings and trials
conducted by it and, further, provide that such
record shall become evidence in appeals taken from
any decision of said Civil Service Commission .
D. Amend Act 93 , Acts of Arkansas of 1927 , so as to re-
move absolutely the $5 ,000,000 limitation in public
improvement bonds which any municipality may have out-
standing at any one time under either or both Amend-
ment No. 10 and Amendment No. 13 to the Constitution
of the State of Arkansas .
SECTION 2. This resolution shall be in full force and
effect from and after its adoption .
