ORDINANCE NO. 13,048
AN ORDINANCE AMENDING SECTIONS 39 -78; 39 -80; 39 -81;
and 39 -87 OF THE CODE OF ORDINANCES PERTAINING
TO TRAFFIC REGULATIONS; AND FOR OTHER PURPOSES
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. Section 39 -78 of the Code of Ordinances is
hereby amended to read as follows:
Sec. 39 -78. Traffic engineer to designate curb loading
places.
"The traffic engineer is hereby authorized to determine
the location of passenger and freight curb loading zones
and shall place and maintain appropriate signs indicating
the same."
SECTION 2. Section 39 -80 of the Code of Ordinances is
hereby amended to read as follows:
Sec. 39 -80. Standing in passenger curb loading zone.
"No person shall stop, stand, or park a vehicle for
any purpose or period of time other than for the expeditious
loading or unloading of passengers in any place marked as a
passenger curb loading zone during those hours that businesses
adjacent thereto are open and conducting business.,,
SECTION 3. Section 39 -81 of the Code of Ordinances is
hereby amended to read as follows:
Sec. 39 -81. Standing in freight curb loading zone.
"No person shall stop, stand, or park a vehicle for
any purpose or length of time other than for the expeditious
unloading and delivery or pickup and loading of materials
in any place marked as a freight curb loading zone during
those hours that businesses adjacent thereto are open and
doing business. In no case shall the stop for loading or
unloading of materials exceed thirty minutes."
SECTION 4. Section 39 -87 of the Code of Ordinances is
hereby amended to read as follows:
Sec. 39 -87. Application of article.
"The provisions of this article prohibiting the
standing or parking of a vehicle shall apply at all times
or at those times herein specified or as indicated on
official signs, except when it is necessary to stop a
vehicle to avoid conflict with other traffic or in com-
pliance with the directions of a police officer or official
traffic - control device. The provisions of this article
imposing a time limit on parking shall not relieve any
person from the duty to observe other and more restrictive
provisions prohibiting or limiting the stopping, standing,
or parking of vehicles in specified places or at specified
times. Further, except where provisions of this Code
and /or signs erected provide otherwise, the limitations
on the standing or parking of a vehicle shall not be
applicable between the hours of 6:00 p.m. and 8:00 a.m.
and on Sunday and public holidays."

SECTION 5. This Ordinance shall be in full force and
effect from and after its passage.
