WHEREAS, the approach to the Broadway treet Bridge across the Arkansas River is now being construc- ted, and it beco -,es necessary to replace the cables -.nd wires of the Tittle Rock Railway & Electric Company, and WHEREAS, on account of the volume of traffic which will necessarily lzse said bridge, the approaches thereto and the adjoining streets, the public safety demands that such wires and cables at and near the approaches of said bridge upon the Little Rock side of the Arkansas river be placed y-nderground.
