3 A RESOLUTION TO ACCEPT TITLE TO FIFTEEN (15) PROPERTIES
4 PURCHASED AT THE ARKANSAS STATE LAND COMMISSIONER'S
5 2010 AUCTION, TO BE USED FOR NEIGHBORHOOD
6 REVITALIZATION PROGRAMS; AND FOR OTHER PURPOSES.

8 WHEREAS, the Board of Directors has stated as one of its goals a desire to provide for
9 neighborhood revitalization, and has taken special efforts to accomplish this goal through its use
10 of various City and federal funds, and through affirmative actions, such as, the creation of the
11 Land Bank Commission; and,
12 WHEREAS, in order to accomplish this goal it is required that properties be obtained by the
13 City in areas that are appropriate for revitalization; and,
14 WHEREAS, at the State Land Commissioner's auction conducted on July 13, 2010, Land
15 Bank Staff submitted successful bids on nine (9) properties and NSP2 Staff submitted successful
16 bids on six (6) properties, for a total of fifteen (15) properties, identified in Exhibit A to this
17 Resolution, which can be used to fulfill the City's stated goals; and,
18 WHEREAS, pursuant to state law the City must accept title to these properties by a
19 resolution adopted by the Board of Directors;
20 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
21 THE CITY OF LITTLE ROCK, ARKANSAS:
22 Section 1. Pursuant to Ark. Code Ann. § 14- 54- 302(c) (West Supp. 2010), the Board of
23 Directors authorizes the Mayor and City Clerk to execute any documents necessary to complete
24 the purchase of the properties listed in Exhibit A to this resolution.
25 Section 2. These properties shall be used for a public purpose, specifically for City
26 neighborhood revitalization programs.
27 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
28 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
29 declaration or adjudication shall not affect the remaining portions of the resolution which shall
30 remain in full force and effect a if the portion so declared or adjudged invalid or unconstautional
31 were not originally a part of the ordinance.
