AN ORDINANCE ESTABLISHING PERMIT FEE SCHEDULES FOR
BUILDING, ELECTRICAL, PLUMBING, AND RELATED WORK
PERFORMED IN THE CITY OF LITTLE ROCK, ARKANSAS;
REPEALING ORDINANCE NOS. 13,920, 14,159, 15,391,
AND ALL OTHER TECHNICAL CODE ORDINANCE FEE PROVISIONS
IN CONFLICT HEREWITH; AND FOR OTHER PURPOSES.

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1: The following are hereby established as permit
fee schedules for building, electrical, plumbing, and other
related work performed in the City of Little Rock, Arkansas:
FEE SCHEDULE
I. BUILDING PERMIT FEES
A. New Construction
(1) One and two - family dwellings; churches;
non - profit charitable institutions: $.04 /sq. ft.
under roof.
(2) All other occupancies not listed in A (1):
$.045 /sq. ft. of covered area.
(3) Covered walkways, roofed patios, open
sheds: $.0150 /sq. ft. of covered area.
B. Repair /Alterations /Additions to Existing
Construction
(1) When roof line is extended or cost of labor
and materials is $1,000.00 or more:
(a) one and two - family dwellings; churches;

non - profit charitable institutions: $12.00 for first

$1,000.00 value, $7.00 for each additional $1000.00 or
3
fraction thereof. Cost of repair permit shall not
4
exceed cost of permit if work is considered as new
5
construction.

(b) All other occupancies not listed in (1)

(a): $12.00 for first $1000.00 value, $7.00 for each
8
additional $1000.00 or fraction thereof.

C. Barricade Fees: The area of public property on
10
which fees shall be paid shall be that space enclosed
11
within and occupied by any barricade, fence, covered
12
walkway or tunnel. Charge shall be made for the day
13
and any fraction of a day, on the following basis:
14
for public space occupied - $.01 per square foot, with
15
a minimum fee of $20.00 per day.

D. House Moving Fees:
17
(1) Moving structure off lot - $50.00
18
(2) Moving structure on same lot - $15.00
19
(3) Inspection fee inside City - $20.00
20
(4) Inspection fee outside City - $35.00
21
(5) Inspection fee outside Pulaski County but in
22
State of Arkansas - $50.00

E. Demolition of Structure: $.O1 /sq. ft. of floor
24
area - minimum $25.00 fee.

F. Fuel Tanks and Pumps: (New or Replacement)

(1) Tanks $25.00

(2) Pumps $15.00

G. Fences, Walls, Awnings, Etc.: Any construction

projecting more than one (1) foot above grade and
30
not specifically covered elsewhere in this

schedule shall be charged at the rate of Item B

above: "Repair /Alterations /Additions to existing

construction.

H. Minimum fee for any permit shall be $15.00.
3
I. Investigative Fee: In those instances wherein the
4
information submitted to obtain a permit is inadequate
5
or incomplete, or work has begun without a permit, or
6
an inspection is required to determine the "on- site"
7
conditions prior to issuance or denial of a permit,
8
the Building Official my charge the owner an
9
investigative fee of $20.00. The payment of the
10
investigative fee shall not exempt any person from
11
compliance with the provisions of the code, or from
12
any penalty prescribed by law.
13
J. Reinspection Fee: A reinspection fee of $15.00
14
will be charged when an additional trip is made by an
15
inspector, due to rejections, lock -outs, insufficient
16
information as to location of building or structure,
17
work not ready for inspection, or any other cause due
18
to neglect or failure on the part of the applicant.

R. Plan Checking Fee:
20
(1) When the valuation of the proposed
21
construction exceed $1000.00 and a plan is required.
22
A plan checking fee shall be paid at time of
23
of application. This fee will be non - refundable
24
regardless if the applicant is approved, denied or
25
withdrawn.

(2) New Building construction: Added square
27
feet.
28
(a) Fee shall be 25% of the total building
29
fee and in no case shall be less than $50.00
30
(3) Remodels: No added square fee.
31
(a) Fee shall be 25% of the total buiilding
32
fee and in no case shall be less than $25.00.

L. Blasting Fee: In addition to insurance and bond
34
as required in ordinance #11,361, a permit fee of

$15.00 per day shall be paid.

M. Curb Cuts:

(1) Residential drives - $3.00 per cut
4
(2) Commercial drives - $6.00 per cut
5
(3) Minimum fee - $15.00

N. Tent Permit: Flat fee of $15.00 upon proper
7
completion of Fire Department Approval Form.
8
O. Construction Shack or Field Office: Flat Fee of
9
$15.00 with site plan. Fee waived if included with
10
permit application.

P. Franchise Fee (Public Right -of -Way): A flat fee
12
of $75.00 shall be included with each permit
13
application.

Q. Copy Fees:

(1) Duplicate Permit Codes (lost,, stolen,
16
misplaced, etc.) - $5.00 per card.
17
(2) Permit Background Computer Readouts - $2.00
18
per copy.
19
(3) All other copies - $.50 per copy.

E. Temporary Power Requirements: Before any power is
14
supplied to the permanent distribution system of a
15
building under construction, written notice must be
16
submitted to this office noting the length of time
17
the temporary power will be needed before the final
18
electrical inspection is made, the understanding that
19
the structure will not be occupied until after the
20
final inspection, and that the party submitting the
21
request will assume liability of any damage incurred
22
as a result of disconnection of power from the
23
building as a result of a violation of this ordinance.
24
The time limit on temporary power being furnished to
25
the building will be determined on the basis of need,
26
not to exceed thirty (30) days. An extension of time
27
may be granted only by special permission.
28
F. Work With No Permit: In case it shall be
29
discovered that any electrical work has been installed
30
or put into use for which no permit has been issued,
the violation shall pay a fee equal to three (3) times
31
the permit fee which shall have been paid for work
32
done in violation thereof and no additional permits
33
shall be granted until all fees have been paid.

SECTION 2: Fees on all work requiring a building permit as
set forth in Section 105 of The Arkansas Fire Prevention Code
shall be paid as required at the time of filing an application.
SECTION 3: The provisions of Ordinance Nos. 13,920,
14,159, 15,391 and all other technical code fee provisions in
conflict herewith are hereby repealed.
SECTION 4: This ordinance shall be in full force and
effect beginning January 1, 1990.
