3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 EXECUTE A CONTRACT WITH STANDARD INSURANCE
5 COMPANY TO PROVIDE LONG -TERM DISABILITY
6 INSURANCE COVERAGE FOR NON - UNIFORM CITY
7 EMPLOYEES; AND FOR OTHER PURPOSES.

9 WHEREAS, the City received four formal proposals in response to an RFP for
10 long -term disability insurance coverage for non - uniform employees, and
11 WHEREAS, analysis of the above proposals has shown that the proposal
12 submitted by Standard Insurance Company provided the lowest premium rate with no
13 change in the benefit structure which results in a decrease in rate and is guaranteed for
14 a two -year period, and
15 WHEREAS, the Request for Proposals provided that renewals beyond the initial
16 guarantee period would be at the City's option for a period of time not to exceed the
17 maximum allowed under state statutes.
18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
19 THE CITY OF LITTLE ROCK, ARKANSAS:
20 Section 1. The City Manager is authorized to enter into a contract with
21 Standard Insurance Company to provide long -term disability insurance coverage for
22 non - uniform City employees for a two -year period effective May 1, 2004.
23 Section 2. Funds for the cost of the coverage is included as a line item in the
24 2004 City budget.
25 Section 3. Severability. In the event any portion of this resolution is declared or
26 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not

affect the remaining portions of this resolution, which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional was not
originally a part of this resolution.
Section 4. Repealer. All ordinances and resolutions, and parts thereof, which
are in conflict with any provision of this resolution are hereby repealed to the extent of
such conflict.
