3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 ENTER INTO A CONTRACT WITH SAFETYCOM FOR AN
5 OUTDOOR WARNING SIREN SYSTEM; AND FOR OTHER
6 PURPOSES.

8 WHEREAS, the voters of Little Rock approved a Seventy Million, Six Hundred
9 Thirty-five Thousand Dollar ($70,635,000) Limited Obligation Capital Improvement
10 Bond Issue (Series 2004) at an election held on November 4, 2003, and
11 WHEREAS, the ballot listed projects to be funded with proceeds of the bonds to
12 be issued included improvement of the outdoor warning siren system, and
13 WHEREAS, an Request for Proposal was issued in December, 2003, and three
14 firms submitted proposals, and
15 WHEREAS, the Selection Committee evaluated each proposal and determined
16 that SafetyCom's proposal best met the terms of the RFP and recommended that their
17 bid in the amount of $1,700,154.31 ($1,603,883.78 plus tax) be accepted, and
18 WHEREAS, the 2004 Bond Issue allocated $1,650,000.00 for the system and it is
19 recommended that $50,154.31 of the interest earned to date in the 2004 Issuance and
20 Reserve Fund be used to complete this project, with the proceeds of the sale of various
21 components in the current system which will be replaced to be deposited in the 2004
22 Issuance and Reserve Fund;
23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
24 THE CITY OF LITTLE ROCK, ARKANSAS:

Section 1. The Board of Directors hereby authorizes the City Manager to enter
into a contract with SafetyCom for improvements to the Outdoor Warning Siren
System in the amount of $1,700,154.31 (k$1,603,883.78 plus tax).
Section 2. Funds in the amount of $1,650,000.00 for this project are to be allocated
from the $70,635,000 Limited Obligation Capital Improvement Bond Issue (Series 2004),
with the remaining $50,154.31 to be taken from earned interest in the 2004 Issuance and
Reserve Fund.
Section 3. Severability. In the event any title, section, paragraph, item, sentence,
clause, phrase, or word of this resolution is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the resolution which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
resolution.
Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that
are inconsistent with the provisions of this resolution, are hereby repealed to the extent
of such inconsistency.
