A RESOLUTION TO DIRECT THE CITY MANAGER AND THE
CITY ATTORNEY TO DEVELOP ALL NECESSARY
ORDINANCES, RESOLUTIONS, AND OTHER MATTERS
NECESSARY TO IMPLEMENT THE REPORT OF THE
HOUSING PARTNERSHIP AND LAND BANK AUTHORITY
TASK FORCE; TO ASSURE THAT THE INITIAL
MEMBERSHH' OF THE LITTLE ROCK COMMUNITY
HOUSING BOARD WILL INCLUDE TASK FORCE MEMBERS;
AND FOR OTHER PURPOSES.
WHEREAS, a part of the Future -Little Rock process including recommendations for a
Land Bank Authority; and
WHEREAS, a task force co- chaired by Jerry Hulsey and Director Joan Adcock has been
meeting for several months to fulfill the goals of Future - Little Rock in a manner that complies with
Arkansas law; and
WHEREAS, the task force has submitted a proposal, attached as Exhibit A to this
resolution, which outlines a proposal, but this needs further additional legal and staff analysis.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors accepts the report, attached as Exhibit A to this
resolution, of the Housing Partnership and Land Bank Authority and Task Force, and states its
intention to incorporate these recommendations into City policy as set forth in appropriate
ordinances and resolutions.
SECTION 2. The City Manager and the City Attorney are directed to review the report
attached as Exhibit A to this resolution, to complete a legal and staff analysis, and to return this
report to the Board of Directors with any ordinances, resolutions, and budgets, by August 31,
1997.

FUTURE -Little Rock was a community -wide goal setting and strategic
planning process to engage Little Rock's citizens in defining the City of
Little Rock's future. FUTURE -Little Rock reached out and engaged all
neighborhoods and livelihoods in a goal setting program centering on the
issues of critical importance to the community. The charge was to develop
a new forum for crossing geographic, economic and racial lines. The goals
process, initiated by the City Board of Directors, was carried out through
the volunteer effort of the FUTURE -Little Rock Steering Committee with
funding from the City of Little Rock.
Through the goals setting program, citizens from all parts of the community
have the opportunity to come together to share their concerns, identify
common objectives and work toward building consensus on a plan of action
to achieve these goals. FUTURE -Little Rock seeks to answer the questions
- What kind of community do we want for ourselves and our children, and
what will it take to achieve it?
The FUTURE -Little Rock process is a new approach to collaborative
problem solving. Partnership efforts such as this that are an open,
collaborative and responsive approach to community decision making bring
important benefits to all partners. The goal of FUTURE -Little Rock is to
harness the collective creative energies and talents of the community as we
implement the Goals for Little Rock plan.
The Steering Committee, appointed by the City Board of Directors, worked
with the citizen -based Task Forces to identify key issues and concerns,
develop strategic goals and identify resources and actions to implement the
vision for the future.
FUTURE -Little Rock planning activities were coordinated through the City
of Little Rock Department of Neighborhoods and Planning, FUTURE -Little
Rock Office.

The availability of quality affordable housing plays a major role in the 3 17
City's economic health. Factors that can positively affect Little Rock's
residential markets will include continuing improvement of the City
schools, competitive tax rates relative to adjacent jurisdictions, and
maintenance of neighborhood infrastructure.
The City of Little Rock will initiate a public /private housing partnership of
government, business, and neighborhoods to bring focus, vision, and
resources to the community to help increase the construction of new
housing units and expand the rehabilitation of housing in older
neighborhoods. A benefit of rehabilitation is a reduction in the demolition
Of existing housing.
A. Strategy
The Housing Partnership will develop tools to improve housing such as a
housing manual (a guide to resources and affordable housing programs),
home buyer classes, design assistance and property listing services.
A Landbank Authority will provide complementary financial assistance to
the work of the Housing Partnership.
The City of Little Rock will initiate an intensified housing inspection
program that identifies housing in need of repair, provides counseling and
referral assistance and seeks to improve the overall safety and quality of
housing.
The City of Little Rock, through the Little Rock Housing Authority,
provides the majority of assisted housing. The existing housing complexes
should be downsized with the goal of eliminating dense subsidized housing
clusters.
B. Strategy
The Little Rock Housing Authority will provide quality housing in locations
that motivate people to have confidence that they can achieve.
Tenant management programs should be the training grounds for "up and 318
out" initiatives that provide adult- education, early ch ildhood education,
parenting skills, health care and job readiness training.

In keeping with the task force's agreed -upon time -table in wrapping up this
work, staff would like to make the following recommendations for your
review, discussion and action.
The recommendations that this body will make will be forwarded to the
City Board of Directors.
A. Housing Partnership Clearinghouse
Staff recommends that a Housing Partnership Clearinghouse be
created that will be staffed and operated by outside agency (through
an RFP process) and provide the following functions:
This agency would maintain a community clearinghouse for
affordable housing developers, consumers, and service providers.
The operation would function as a referral service and data bank,
complete with a toll -free number, a web site, and printed materials.
The service would be city -wide and have a fee for users.
• The clearinghouse should:
• address individual family needs as well as developer needs
• be high -tech, but user friendly
• be responsible for Affordable Housing Reference Manual
update and distribution
• be supported by public and private funds
• Comprehensive information to include:
• listing of available homes
• housing assistance programs
• financing products
• service and counseling programs
• information on neighborhood organizations and CDCs
• development incentives
• fair housing information
• HMDA, CRA, and census data
B. Housing Partnership Program
Staff recommends that a Housing Partnership Program be established
and created that will allow the City of Little Rock to use its '/2 cent
sales tax dollars in the targeted neighborhood of Central High
(Targeted Neighborhood Enhancement Plan Senate Bill # 145).

The Housing Partnership Program will essentially be of voluntary
associations of independent programs and funding sources, who agree
their policies and activities to work toward mutually agreed -upon
objectives.
C. Landbank Authority
Staff recommends the creation of a Landbank Authority which will be
a separate public entity.
The Landbank Authority will acquire blighted or vacant buildings
and weed lots and put them back into productive use, and will issue
bonds to provide lower -cost capital for loan programs. The Landbank
Authority will manage the housing stock on an interim basis until it is
old in order to preserve, rehabilitate and redevelop older and historic
properties to better serve the needs of low -and moderate - income
persons. Properties will be acquired through purchase or donation.
The Landbank Authority will sell the properties to non - profit and for -
profit developers to redevelop or rehabilitate as rental or ownership
housing or for commercial uses.
The Little Rock Board of Directors will take on the duties of the
Landbank Authority Board of Directors. The Landbank Authority
Administrator (City staff position) will provide staff support and will
carry out the activities of the Landbank Authority and will closely
monitor the program activities of the Housing Partnership
Clearinghouse for continuity and contract compliance.

or buy decaying property and put it back in the hands of a neighborhood group, individual or
developer.
