8538 - 7-16-91- -- - - - - -. - -- - - - -- - -- 336 1 2 RESOLUTION NO. 8,538 3 4 A RESOLUTION TO SUPPORT A STATEWIDE MORATORIUM 5 ON THE ISSUANCE OF PERMITS TO INCINERATOR 6 UNITS, AND THE SUSPENSION OF EXISTING PERMITS 7 FOR FACILITIES NOT YET IN OPERATION, UNTIL THE 8 DEPARTMENT OF POLLUTION CONTROL AND ECOLOGY 9 CAN MORE FULLY DETERMINE THE EFFECTS THAT THE ACTIVITY FROM SUCH FACILITIES CAN HAVE ON THE 10 LOCAL ENVIRONMENT AND CITIZENRY. 11 12 WHEREAS, the City of Little Rock has recently been involved 13 in a discussion of whether to issue industrial development bonds to help finance a medical wastes incinerator within the City 14 limits; and 15 WHEREAS, during the public debate and discussion of this 16 financing issue serious questions were raised about the effect 17 that such units can have on the local environment, particularly 18 through the discharge or particulates into the atmosphere; and WHEREAS, despite the presence of these questions the City 19 learned that the Department of Pollution Control and Ecology had 20 issued a permit for this particular facility and it appeared 21 that the Department may not have an enforcement arm able to 22 adequately deal with the various incinerator units within the State; and 23 WHEREAS, the City has learned that a state legislative 24 effort will now be made to review more completely the 25 requirements that should be imposed on such facilities before 26 the issuance of any license by the State; and 27 Wf REAS, prior to the time that this review is complete it seems appropriate that no permits be issued and that a 28 moratorium against the issuance of permits be declared; and 29 WHEREAS, the City of Little Rock would support such a 30 moratorium. 31 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 32 THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The Board of Directors of the City of Little 33 Rock, Arkansas, supports and endorses a temporary moratorium 34 upon the issuance of permits for incinerator units, and the 35 suspension of existing permits for facilities not yet in 36 operation, by the Arkansas Department of Pollution Control and RW V�� 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 Ecology until such time as sufficient studies can be completed as to the impact that such incinerators, including but not limited to medical waste incinerators, has upon the local environment and population. SECTION 2. It is further the intention of the City Board of Directors, once new federal standards come into play, to urge the appropriate authorities to assure that the existing facilities comply with these standards.
