1532RESOL.T`I'IO" NO. 1 32 A RESOLUTION DECL��RI�1t 'G THE NZED FOR A. HOUS32gG AUTHORITY IN THE CITY OF LITTLE ROCK, ARKANSAS. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: THAT the City Council of the City of Little Rock, __rkansas, hereby determines, finds and declares, in pursuance of the "Housing Authorities Act" of the State of Arkansas, that: 1. There is an increased demand for dwelling facilities in Little Rock due to location of large numbers of troops at Camp Robinson, which has created a housing shortage. 2. Insanitary and unsafe inhabited dwelling aecommoodations exist in the City of Little Rock, Arkansas; and 3. There is a shortage of safe and sanitary dwelling aceoldations in the City of Little Rock, Arkansas, available to families of low income at rentals they can afford; and 4. There is need for a Housing Authority in the City of Little Rock, Arkansas; and 5. The Mayor of the City of Little Rook, Arkansas, be promptly notified of the adoption of this resolution; and 6. The Mayor be and he hereby is directed to file in the office of the City Clerk of the City of Little Rock, Arkansas, the necessary certificate evidencing the appointment of the Commissioners and de- signation of the first Chairman of the Housing Authority, pursuant to Section 5 of the "Housing Authorities Act" of the State of Arkansas;and 7. Said shortage of safe and sanitary dwelling accommodations in the City of Little Rock, Arkansas, at rents which persons of low income can afford, compels such persons to occupy overcrowded and con- gested dwelling accommodations; that the aforesaid conditions cause an increase in and spread of disease and crime and constitute an emergency; that it is necessary for the preservation of the public peace, health and safety that this resolution become effective without delay, and, therefore, the same shall take effect and be in force immediately upon its adoption.
