I am writing to express my concern and opposition to the re- zoning request for apartments at the comer of White Road and Kanis Road. We are currently developing a 22 -acre sight that adjoins the property to the west. We are building 47 garden homes and 72 patio homes on this sight. The prices will range from $169,900 to $240,000. We are trying to reach a segment of the west Little Rock market that is not currently being reached. Our homes are small, upscale homes with yard maintenance and sprinkler systems included. This concept has been popular with baby boomers throughout the country and we are the first to bring it to west Little Rock with this low of a price point. Our investment in this project will exceed $23.8 million. One of the reasons we chose this location is that we examined your future land use plan. Upon consultation with the staff, we felt comfortable that multi -family projects would not exist in this area but would be limited to a section of Kanis west of our location. I know this because we originally wanted to make a piece of our project multi family and were told in no uncertain terms of these limitations. We then adjusted our plans to our current project. I am concerned because of some of the past inconsistencies I have seen out of our planning commission. I am opposed to this project because we have chosen to invest $23 million in the city of Little Rock based on the plan and guidelines established by the planning board. An apartment project next to our development would greatly diminish the value of what we are doing. Older people have an apprehension of living next to a complex such as the one being proposed at White and Kanis. The land use plan is one reason we chose our location and felt comfortable that a multi family project would not adjoin our project. If multi family was allowed at this location, we would have chosen a different concept. White Road currently is a sleepy little road that has SF residential homes residing on the street. The people who live there are good neighbors who take good care of their property and are upstanding citizens who have chosen to live in west Little Rock. They were very concerned about our project and whether it would be an "added value" to this area of Little Rock. While the process was intense, their concern for our project and its viability is and was appreciated. 1 • Page 2 August 31, 2006 think it would be a tragedy to allow an extreme zoning change to allow 26 units to be built on just over an acre in their neighborhood. This small project would have a tremendous impact on the adjoining land owners and our success in contributing to the growth of Little Rock. Kanis is arguably the next corridor of west Little Rock and I would urge the Board to be consistent and control the growth that takes place. While I am a member of the White Road Neighborhood Association and stand with the group on all issues already submitted to you, my family has additional concerns regarding the pond in our back yard. It appears from the revised plans that the developers have added detention areas for storm water collection and release. My concern is that they still intend to use my private pond as the runoff area for their water. This issue was brought before the City Board of Directors in regards to the Taylor Park Subdivision adjoining White Road, and the result was that the Board required the developers to install a storm water line to circumvent the pond in order to protect it from damage. To now allow these developers to intentionally drain into our pond would not only damage my property, it would undermine the efforts the City and Taylor Park developers have already taken to protect it. My family has lived on White Road for thirty years, with many more to come. While we understand that the area in question will be developed at some point, we ask that you limit the type of development to that which will not create an undue burden on and damage to our pond. Please see the attached petition signed by residents on White Road. The White Road Neighborhood Association is not opposed to development but is strongly opposed to the development of this apartment complex for the following reasons: • Amending the Land Use Plan from Suburban Office (SO) to multi -family is contrary to the master Land Use Plan developed by the City of Little Rock. Currently this neighborhood area is zoned R2 (Single Family) with retired home owners as well as new families who recently moved into the area. The proposed apartments will adversely affect the value of our homes and property. It is in no way "compatible with the surrounding area" nor "harmonious with the character of the neighborhood" as outlined in Article VII, Section 36-45 of the Planning Zoning District This proposal would greatly increase traffic on Kanis Road as well as White Road, and ultimately result in a safety factor. White Road is a narrow street which now requires cars to pull to the side when they meet another approaching car. There are 56 parking places for the proposed 24 apartments equating to about two vehicles per apartment with the overflow of parking likely to end up on White Road. This small dead-end road simply cannot accommodate the increase in vehicles and inevitable tum -around traffic. The Kanis Quad is also opposed by Mr. Graham Smith and the Taylor Park LLC Development who have invested more than $23 million in developing 22 acres with garden and patio homes on adjoining property. Jointly we appreciate your serious consideration in opposing the Kanis Quad Apartment Complex. We look forward to sharing our concerns at the next Planning Commission meeting on September 14th. Please see the attached petition signed by residents on White Road. The White Road Neighborhood Association is not opposed to development but is strongly opposed to the development of this apartment complex for the following reasons: • Amending the Land Use Plan from Suburban Office (SO) to multi -family is contrary to the master Land Use Plan developed by the City of Little Rock. Currently this neighborhood area is zoned R2 (Single Family) with retired home owners as well as new families who recently moved into the area. The proposed apartments will adversely affect the value of our homes and property. It is in no way "compatible with the surrounding area" nor "harmonious with the character of the neighborhood" as outlined in Article 1/ll, Section 36-45 of the Plannfing Zoning District. 4 This proposal would greatly increase traffic on Kanis Road as well as White Road, and ultimately result in a safety factor_ White Road is a narrow street which now requires cars to pull to the side when they meet another approaching car. There are 56 parking places for the proposed 24 apartments equating to about two vehicles per apartment with the overflow of parking likely to end up on White Road. This small dead) -end road simply cannot accommodate the increase in vehicles and inevitable tum -around traffic. The Kanis Quad is also opposed by Mr. Graham Smith and the Taylor Park LLC Development who have invested more than $23 million in developing 22 acres with garden and patio homes on adjoining property. Jointly we appreciate your serious consideration in opposing the Kanis Quad Apartment Complex. We look forward to sharing our concerns at the next Planning Commission meeting on September 14th. While I am a member of the White Road Neighborhood Association and stand with the group on all issues already submitted to you, my family has additional concerns regarding the pond in our back yard. It appears from the revised plans that the developers have added detention areas for storm water collection and release. My concern is that they still intend to use my private pond as the runoff area for their water. This issue was brought before the City Board of Directors in regards to the Taylor Park Subdivision adjoining White Road, and the result was that the Board required the developers to install a storm water line to circumvent the pond in order to protect it from damage. To now allow these developers to intentionally drain into our pond would not only damage my property, it would undermine the efforts the City and Taylor Park developers have already taken to protect it. My family has lived on White Road for thirty years, with many more to come. While we understand that the area in question will be developed at some point, we ask that you limit the type of development to that which will not create an undue burden on and damage to our pond. We are currently developing a 22 -acre sight that adjoins the property to the west. We are building 47 garden homes and 72 patio homes on this sight. The prices will range from $169,900 to $240,000. We are trying to reach a segment of the west Little Rock market that is not currently being reached. Our homes are small, upscale homes with yard maintenance and sprinkler systems included. This concept has been popular with baby boomers throughout the country and we are the first to bring it to west Little Rock with this low of a price point. Our investment in this project will exceed $23.8 million. One of the reasons we chose this location is that we examined your future land use plan. Upon consultation with the staff, we felt comfortable that multi -family projects would not exist in this area but would be limited to a section of Kanis west of our location. I know this because we originally wanted to make a piece of our project multi family and were told in no uncertain terms of these limitations. We then adjusted our plans to our current project. I am concerned because of some of the past inconsistencies I have seen out of our planning commission. I am opposed to this project because we have chosen to invest $23 million in the city of Little Rock based on the plan and guidelines established by the planning board. An apartment project next to our development would greatly diminish the value of what we are doing. Older people have an apprehension of living next to a complex such as the one being proposed at White and Kanis. The land use plan is one reason we chose our location and felt comfortable that a multi family project would not adjoin our project. If multi family was allowed at this location, we would have chosen a different concept. White Road currently is a sleepy little road that has SF residential homes residing on the street. The people who live there are good neighbors who take good care of their property and are upstanding citizens who have chosen to live in west Little Rock. They were very concerned about our project and whether it would be an "added value" to this area of Little Rock. While the process was intense, their concern for our project and its viability is and was appreciated. I • Page 2 August 31, 2006 think it would be a tragedy to allow an extreme zoning change to allow 26 units to be built on just over an acre in their neighborhood. This small project would have a tremendous impact on the adjoining land owners and our success in contributing to the growth of Little Rock. Kanis is arguably the next corridor of west Little Rock and I would urge the Board to be consistent and control the growth that takes place.
