PLANNING CONSIDERATIONS:
No adverse comments have been received from any reviewing
agency regarding this request. There are no specific plans
which cover this area. The property shares a corner
relationship with commercially zoned land and abuts the
largest single institutional use in the area. The V.A.
Hospital will be abandoned in the future, and its
disposition has not yet been decided.
Staff feels that the quality of surrounding land area is
diminishing and that loss of the V.A. Complex will have
significant impact on the area. This proposal seems
indicative of the future within the near proximity of
Roosevelt Road. If a plan were being done for this area,
Staff would recommend that the 110-3" boundary along 24th
Street to the west be extended eastward to encompass this
property and the V.A. Complex.
STAFF RECOMMENDATION:
Staff recommends approval.

COMMISSION ACTION:
The applicant was present and stated that the proposed
office was for the World Eye Foundation Headquarters. He
stated that the building being constructed is a historic
structure from Phillips County, which is being restored on
r this site. He stated that he actually only would require
"0-1" zoning, which he felt more appropriate for the area
and amended his application to request "O-1."
Martha Allen, 2412 Scott Street, spoke in opposition to the
zoning, stating that the neighborhood was being renovated
and talked briefly about many other issues not exactly
relative to the zoning request. She had brought up the name
of the Quapaw Quarters Association in her discussion and
Ralph Megna, the Executive Director of the Quapaw Quarters
Association, spoke stating that the Association favored the
improvements being done by Dr. Roy, and that they did not
have any particular problem with the proposed office use.
After a brief discussion, the Commission moved to approve
the application amended to 110-1" Quiet Office. The motion
passed: 9 ayes, 0 noes and 2 absent.
