BOARD OF ADJUSTMEI' T
February 20, 1950
The Board of Adjustment met in the Council Chamber, Monday, February 20, 1950
at 2:00 P.M. with the following members present:
Mr. Marak, Chairman Mr. Louis Tarlowski
Mr. Warren Baldwin Mr. Marion Butz,
Mr. Bruce Anderson Acting Directvr
Docket No. 3-50 Byron D. Brown, 4011 Kenyon Avenue, Lot 1, Block 18, Hillcrest
Addition, Zoned "A" One -Family; requesting waiver of front and rear yard space
requirements.
Mr. Purdam was present to tell the Board that Mr. Brown needed these yard waivers
to construct a single family dwelling on a triangular shaped lot. Read Street,
which runs in back of the lot is only used as an alley.
Mr. Baldwin made the motion, seconded by Mr. Tarlowski that the application be
granted.
Docket No. 4-50 E. M. Lusk, 714 High Street, South 75' of Lot 1, Block 413,
Compton's Sub -division, Zoned "D" Apartment; requesting waiver of lot area and
front and rear yard space requirements.
Mr. Lusk was present and told the Board that he had a 50 x 75, lot on which he
would like to construct a garage to be attached to his house. He told the Board
that he had no objectors.
Mr. Tarlowski made the motion, seconded by Mr. Baldwin that the application be
approved.
Pocket No. 5-50 A. N. McAninch, Southwest corner Third and Gaines Street, described
as 1/2 of Lot 9, and all of Lots 10, 11, and 12, Block 133, Original City of Little
Rock, Zoned "D" Apartment; requesting authorization to use property as parking lot,
and construction of a small building for attendant.
Mr. McAninch was present and told the Board that the use of this property as a
public parking lot would assist the city in its present effort of off-street
parking. He presented a letter from the Second Presbyterian Church, showing they
had no objections to his using the property as a parking lot as it was not to be
rezoned.
Mr. Baldwin made the motion, seconded by Mr. Tarlowski, that the application be
granted.
Docket No. 6-50 A. J. Griffin, 401 South Valmer, Lots 1 and 2. Block 6, Beach
Addition, Zoned "B" Residence; requesting waiver of rear yard space requirements.

Mrs. Griffin was present and told the Board that the above waiver was necessary
to permit construction of another house on the same two lots which will face
West 4th Street. Mrs. Griffin also presented a petition with 12 names stating
they were familiar wit"I the proposed improvements and signified their approval.
Mr. Marak told Mrs. Griffin that legally we would have to wait until the ten
days advertising was up before giving final approval of this application, but
he felt sure that it would be granted. If at the end of the ten days, February 27,
there are no objections, the application is to be granted.
Mr. Purdam then told the Board that he had an appeal to make to the Board of
Appeals in regard to the interpretation of a "structural alteration". Mr. Jan
Carter, City Engineer, was present and told the Board that he had refused the
permit for interior repairs on the grounds that replacing the glass brick windows
with plate glass windows would constitute a "structural alteration".
The building is located at 1920-1922 Wright Avenue and is a business building in
non -conforming use.
The chairman suggested that they ride by and see the building before taking any
action on the matter. Mr. Butz accompanied them. The decision was that the
changing of the class windows did not constitute a"structural change". Mr. Marak
asked Mr. Butz to write a letter to Mr. ?urdam, giving him this decision.
The meeting adjourned as -there was no further business.
