3 A RESOLUTION TO CREATE THE THIRD STREET ENTERTAINMENT
4 DISTRICT, FOR APPROXMATELY THIRTEEN (13) CONSECUTIVE
5 WEEKS, STARTING ON JULY 7, 2021, AND ENDING ON OCTOBER 6,
6 2021; AND FOR OTHER PURPOSES.

8 WHEREAS, on July 23, 2019, the Board of Directors of the City of Little Rock, Arkansas, passed
9 Little Rock, Ark., Ordinance No. 21,761, as amended, which permitted the creation of a Temporary
10 Entertainment District pursuant to Arkansas State Law and City Ordinance; and,
11 WHEREAS,the City Board of Directors has determined the creation of a Temporary Entertainment
12 District as proposed by Ordinance No.21,761,as amended,is appropriate as recommended by the Planning
13 &Development Department.
14 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
15 OF LITTLE ROCK,ARKANSAS.
16 Section 1. The Third Street Temporary Entertainment District is hereby created by the City of Little
17 Rock as a Temporary Entertainment District on Tuesday,July 6,2021,and subject to Ordinance No.21,761,
18 as amended,and its defined terms.
19 Section 2. Boundaries. The Third Street Temporary Entertainment District boundaries are particularly
20 described from the intersection of East 2' Street and River Market Avenue to include the right-of-way,
21 south to East 3rd Street; and the boundary of the intersection of East 3rd Street and River Market Avenue,
22 continuing south on River Market Avenue to East 4th Street , continuing west on East 4th Street to
23 Cumberland Street, continuing north on Cumberland Street to East 3rd Street, continuing to East 3rd Street
24 to the intersection of East 3rd Street and River Market Avenue.
25 Section 3. Timeframe. The Third Street Temporary Entertainment District will be designated as a
26 Temporary Entertainment District upon the adoption of this resolution and shall expire after approximately
27 thirteen (13) consecutive weeks ending on October 6, 2021. The hours of operation for the Third Street
28 Temporary Entertainment District are from 11:00 AM - 10:00 PM. The City reserves the right to amend
29 boundaries and hours of operation at its sole discretion.
30 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
33 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
34 resolution.

1 Section 5. Repealer. The provisions of all technical codes, ordinances, and codes of ordinances in
2 conflict with the provisions of this ordinance are hereby repealed.
