15485 1 RESOLUTION NO. 15,485 2 3 A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF 4 LITTLE ROCK, ARKANSAS, TO UTILIZE FEDERAL-AID 5 TRANSPORTATION ALTERNATIVE PROGRAM (TAP) FUNDS; TO 6 AUTHORIZE THE MAYOR AND CITY MANAGER TO EXECUTE ANY 7 AND ALL NECESSARY AGREEMENTS AND CONTRACTS FOR ITS 8 ADMINISTRATION; AND FOR OTHER PURPOSES. 9 10 WHEREAS,the City of Little Rock,Arkansas,understands that Federal-Aid Transportation Funds are 11 available at 80%Federal participation and 20%local match for a multi-use trail connection through Allsopp 12 Park from the Arkansas River Trail to Kavanaugh Boulevard; and, 13 WHEREAS, the City understands that Federal-Aid Funds are available for this project on a 14 reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary 15 reimbursement,and, 16 WHEREAS,this project will be open and available for use by the general public and maintained by 17 the applicant for the life of the project. 18 NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 19 OF LITTLE ROCK,ARKANSAS: 20 Section 1. Board of Directors of the City of Little Rock wish to participate in the use of Transportation 21 Alternative Program(TAP)Grants in accordance with its designated responsibility, including maintenance 22 of this project. 23 Section 2. The Mayor and City Manager are hereby authorized and directed to execute all appropriate 24 agreements and contracts necessary to expedite the construction of the above stated project. 25 Section 3. The Board of Directors authorize the City Manager to cooperate with Metroplan and the 26 Arkansas Department of Transportation to initiate action to implement this project. 27 Section 4. Funding for the match portion of the project is available from Account No. 108129- 28 S10G041 and the remainder will be provided with documented in-kind labor. 29 Section 5. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph, 30 subparagraph,item,sentence,clause,phrase,or work of this resolution is declared or adjudged to be invalid 31 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the resolution 32 which shall remain in full force and effect as if the portion so declared or adjudged invalid or 33 unconstitutional was not originally a part of this resolution.
