15098 1 RESOLUTION NO. 15,098 2 3 A RESOLUTION TO IDENTIFY BALDWIN & SHELL AS THE 4 CONSTRUCTION MANAGER FOR THE REHABILITATION OF THE 5 BUILDING LOCATED AT 615 WEST MARKHAM STREET TO SERVE 6 AS THE NEW LITTLE ROCK POLICE DEPARTMENT 7 HEADQUARTERS BUILDING; TO PERMIT THE COMPANY TO APPLY 8 FOR DEMOLITION PERMITS IN THE NAME OF THE CITY; AND FOR 9 OTHER PURPOSES. 10 11 WHEREAS,pursuant to Little Rock,Ark., Resolution No. 14,664(November 17, 2017),the Board of 12 Directors of the City of Little Rock, Arkansas("the City") authorized the use of 3/8-Cent Capital Sales& 13 Compensating Use Tax Receipts to purchase the property at 615 West Markham Street in Little Rock, 14 Arkansas,and has decided that this property shall serve as the new headquarters building for the Little Rock 15 Police Department; and, 16 WHEREAS, pursuant to a competitive selection process on March 4, 2019, the City advertised a 17 Request for Qualifications in Bid No.19- 361 which received responses from four(4) different companies 18 including,Baldwin&Shell Construction,Co.,of Little Rock,Arkansas,Alessi Keyes Construction,Flynco 19 Inc.,and East-Harding, Inc.; and, 20 WHEREAS, it was determined by a Selection Committee that the most qualified firm to perform this 21 work for the City is Baldwin & Shell Construction of Little Rock, Arkansas("Baldwin& Shell"); and, 22 WHEREAS,the City is soon to consider for approval contracts for the Construction Manager,as well 23 as the Architect, to complete this task; however, in the meantime it is important to authorize Demolition 24 Permits so that a more accurate estimate of the reconstruction or renovation to be done can be calculated, 25 and to permit Baldwin& Shell to apply for the necessary permits in the name of the City; 26 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 27 OF LITTLE ROCK,ARKANSAS: 28 Section 1. The Board of Directors acknowledges that the City will soon enter into a formal written 29 agreement with Baldwin & Shell to serve as the Construction Manager for the project to reconstruct or 30 renovate the property at 615 West Markham Street, Little Rock, Arkansas,as a new headquarters building 31 for the Little Rock Police Department. 32 Section 2. Any funds expended by Baldwin & Shell for demolition, or other, permits, and for the 33 demolition work, shall be reimbursed pursuant to a final Construction Manager Contract. IPage 1 of 21 1 Section 3. In light of the terms of this resolution, Baldwin & Shell is authorized to seek Demolition 2 Permits in the name of the City so that internal demolition work can occur which, in part, will assist in a 3 more accurate determination of the scope and extent of the work that will be necessary in this project. 4 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 6 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 8 ordinance. 9 Section 5. Repealer.
