15040 1 RESOLUTION NO. 15,040 2 3 A RESOLUTION TO ENCOURAGE POLICY MEETINGS OF THE 4 MAYOR AND MEMBERS OF THE BOARD OF DIRECTORS FOR ONE 5 (1)-HOUR AT THE CONCLUSION OF AN AGENDA MEETING OF THE 6 BOARD OF DIRECTORS THROUGHOUT 2019; AND FOR OTHER 7 PURPOSES. 8 9 WHEREAS,Arkansas law requires that the Board of Directors in a municipal government constituted 10 as a Management Form of Government shall meet on the first and third weeks of each calendar month in 11 Ark.Code Ann. ยง 14-47-123 (b)(West Supp. 2019); and, 12 WHEREAS,there is a need to schedule the discussion of policy issues where there are no other items 13 to deter from such a discussion; and, 14 WHEREAS,the Board of Directors often completes its work to set an agenda for its upcoming regular 15 meeting in a fairly short period of time; and, 16 WHEREAS,the Arkansas Freedom of Information Act requires that when two (2) or more members 17 of the Board of Directors meet to discuss an item it is a public meeting. 18 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 19 OF LITTLE ROCK,ARKANSAS: 20 Section 1. The Board of Directors may hold a special policy session for one(1)-hour at the conclusion 21 of any Tuesday agenda meeting of the Board of Directors. 22 Section 2. The Mayor, or any member of the Board of Directors, may recommend a topic for such 23 discussion. 24 Section 3. It is the intention of this resolution that it may remain in full force and effect until repealed, 25 or codified as an ordinance. 26 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 27 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 28 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 29 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 30 resolution. 31 Section 5. Repealer.
