HISTORIC DISTRICT COMMISSION
NOVEMBER 19, 1980

Minutes of the previous Historic District Commission meeting were
reviewed and accepted. The followinq items were the major topics
of discussion:
Amendments to State Historic Districts Act
Copies of the proposed amendment were distributed. At this point,
they have been reviewed and accepted by the City Manager's Office
and have been placed in the Legislative Package which the City
will submit in January. No opposition has been detected to date
but, should some surface, it may be necessary to locate an individual
to sponser the changes. The Historic District Commission has been
advised to "sit tight ". Hopefully, it will be passed as part of the
total package for Little Rock.
Calendar For 1981
It was pointed out that a 1981 calendar of meeting dates will be
prepared for adoption at the next meeting. It was aqreed that we
will leave the time and day at 4:00 p.m. on the first Tuesday of
each month.
Review of Historic District Package
A final Commission review of the Guidelines, Ordinance and Bylaws
was conducted to get the approval from the Commission on the
location and wording of a few final inclusions to the draft. All
proposals were accepted and staff was requested to meet with
Mr. Powers to go over the final touches prior to publication. It
was suggested that the final draft might be printed by the middle
of next month.
Historic District Report
It was agreed that we should redraft the Historic District Report
and include the above mentioned package, and the Quapaw Quarter
Structure Survey. Plans are to organize a presentation team to
deliver these materials, along with any other appropriate information
to the Planning Commission and Board of Directors. Staff has been
requested to contact appropriate participants and assist in develop-
ing that effort.
Administrative Procedures
The procedure by which an applicant files a proposal and how it
will be processed by the staff was discussed. Staff will research
and provide information pertaining to the application form, the
posted "on site" permit and a separate certificate of appropriateness
to be presented to the applicant.
Architectural Review Committee
It was suggested by staff that the Historic District Commission
appoint a subcommittee to review, discuss and form a recommendation
on each certificate requiring a public hearing. It would be the
responsibility of the staff to provide the appropriate information
and to hold the subcommittee meetings, as well as provide the
clerical assistance needed to package those recommendations for the
Historic District Commission.
Architectural Survey
The Architectural Survey of the MacArthur Park and Governor's
Mansion Areas of the Quapaw Quarter has been printed. Although
they have not all been put together, one was distributed for review
We will have them all completed by the next Commission meeting.
There was discussion of an effort to update the survey, and it was
agreed that the first order of business is to get the district
approved. Then, we might look into a coordinated strategy with the
State Capitol Zoning Commission to reconstitute the Architectural
Jury and bring the document up-to-date.
Scheduled Meeting
The next Historic District Commission meeting will be held on
Tuesday, December 2nd at 4:00 P.M. in the Second Floor Conference
Room of City Hall.
