HISTORIC DISTRICT COMMISSION

Minutes of the April 1, 1980 meeting were distributed, reviewed,
and accepted.
A draft version of the Historic District Package was provided.
The changes or additions from the last draft were:
1. Combination of the Guidelines, Ordinance and Bylaws into
one document.
2. Type was set to be printed.
3. Completion of all sketches in text.
4. Rough sketch of cover.
5. Table of Contents
We have prepared all necessary negatives for the printing of the
package except for the cover. The only remaining component to
be completed is a short introduction explaining the elements of
the text and the functions of each. It should be possible to
lay out the entire package for the print shop in two (2) weeks.
There remain two (2) issues to be dealt with prior to the final
Ordinance being passed on to the Planning Commission and Board
of Directors. First, is it allowable for the Commission to only
regulate those changes or improvements that are visible from the
street? Second, is it possible for the Commission to adopt by
reference the same sign regulations in effect for the Capital
Zoning Districts Governor's Mansion Area? These items will re-
ceive careful attention from the City Attorney's Office and an
opinion should be available at our next meeting.
There was considerable discussion on changes to the State
Historical Districts Act. The principal issues to be considered
include:
1. Who will coordinate and sponsor the changes in the General
Assembly?
2. What is the range of involvement as far as who participates
in the changes?
3. Should we attempt to completely redraft the entire legislation
or should we simply amend what exists?
A meeting has been arranged which will include the Arkansas
Preservation Program, the Quapaw Quarter Association, the Little
Rock Historic District Commission and the Little Rock Office of
Comprehensive Planning. This work session should help to identify
solutions to the above referenced items as well as other specifics
which we may want to add or delete as we feel necessary. The
Historic District Commission members are urged to attend this
meeting on Tuesday, May 27th at 10:00 a.m. in the Second Floor
Conference Room at City Hall.
