HISTORIC DISTRICT COMMISSION

The entire meeting focused on the second draft of the Historic
District Commission Guidelines.
The basic reorganization from the previous draft included:
retention of the Guidelines for Applications which contain the
four (4) catagories of development; an expansion of the Guide-
lines for Review which retained the three (3) priorities of the
structure survey and, in addition, created nine (9) specific
design criteria elements (Siting, Height, Massing, Proportion,
Rhythm, Facade, Color, Architectural Details and Landscaping)
which will be considered prior to issuance of Certificates of
Appropriateness; the creation of a section on Architectural
Terms to locate and describe Architectural Elements of a Build-
ing; and the addition of a section on Architectural Styles which
will include the five (5) most distinguishable and recurrent
styles applicable to the Little Rock Historic District. Except
for a few minor changes, the Historic District Commission
approved the organization and format of this draft.
Several items included in the Guidelines were not completed.
Various diagrams which will illustrate the design criteria re-
lationships and other drawings including Architectural Terms and
Architectural Style were discussed and examples from other cities
(Savannah, Portsmouth, Charlestown) were reviewed to show how
they will relate to the entire package.
The five (5) basic Architectural Styles which were selected to
be used as examples for the Little Rock Historic District are:
Greek Revival, Second Empire, Queen Anne, Colonial Revival and
Craftsman. The diagrams representing these styles will be
sketched from photographs of buildings in the District which
most closely depict that style. In addition, a brief history
of each style and a description of some of its basic design
elements will be included.
It was suggested that we package the Ordinance with the Guideline
along with any other pertinent data so that all of the Historic
District Requirements, regulations and supporting information
can be located in one place.
The next regular meeting is scheduled for Tuesday, March 4th,
1980 at 4:00 p.m. in the second floor Conference Room of City
Hall. We will continue to discuss the progress of the guidelines
and suggest improvements to same.
