MINUTES

II. Approval of Minutes
A motion was made by Commissioner Julie Wiedower to approve the minutes of
October 12, 2009 with corrections noted on page 1 and page 30. Commissioner Randy
Ripley seconded and the minutes were approved with a vote of 4 ayes and 1 open
position.

The applicant requested a deferral to the January 2010 meeting on November 24, 2009.
STAFF RECOMMENDATION: Staff supports this request for deferral.
COMMISSION ACTION: December 14, 2009
Commissioner Julie Wiedower made a motion to defer this item until the January 2010
meeting. Commissioner Bob Wood seconded and the motion passed with a vote of 4
ayes and 1 absent.
STAFF UPDATE: January 4, 2010
On December 18th, 2009, Staff received an email that the applicant wished to withdraw
his item.
STAFF RECOMMENDATION: Staff supports this request for withdrawal.
COMMISSION ACTION: January 11, 2010
Commissioner Julie Wiedower made a motion to withdraw the item. Commissioner
Randy Ripley seconded. The motion passed with a vote of 4 ayes and 1 open position.
A discussion followed concerning the number of deferrals that can be asked for by the
applicant and the Commission.

IV. Other Matters
Election of Chair and Vice Chair
Commissioner Julie Wiedower nominated Marshall Peters to be Chair for 2010.
Commissioner Randy Ripley seconded. There were no other nominations and Chair
Peters was elected Chair by acclamation.
Commissioner Ripley nominated Commissioner Wiedower as Vice-Chair.
Commissioner Loretta Hendrix seconded. There were no other nominations and Vice
Chair Wiedower was elected Vice-Chair by acclamation.
Enforcement Issues
There were no enforcement issues presented by Staff. No items were brought to the
attention of the Staff.
Dunbar Survey Update
Discussion was held concerning the Dunbar Survey. The consultant is to be made
aware of the request for one or more additional public meetings to answer questions
from the property owners and residents. Commissioner Loretta Hendrix volunteered to
“rally the troops” to get people to a public meeting. It is requested the citizens have the
opportunity to volunteer information about the history of their houses. Discussion
continued on the notices that are requested to be sent and the anticipated concerns of
the property owners about the survey. Commissioner Hendrix proposed to get the area
colleges and universities involved in the surveys. She asked that there be language in
the next RFQ to have the consultants use labor from the universities, and at a minimum
for an internship. Boyd Maher noted for the record that the Hanger Hill National Register
District was written and surveyed by a graduate class at UALR. Mr. Minyard noted that
the Preservation Plan states that the reconnaissance surveys be performed by area
volunteers and/or students. He continued that this would be a way to get people
involved at their level of expertise versus the full blown survey that does take a high
level of expertise.
Preservation Plan Update
Brian Minyard, Staff, went over the top sub-goals of each goal and what has been done
to date by the Staff, AHPP, and others. Mr. Minyard proposed to the Commission there
be a subcommittee formed to work on the implementation of the Preservation Plan. It
would consist of one HDC Commissioner, Staff, and one representative of each of the
QQA, CZDC, and the AHPP. Mr. Bozynski said that this approach has been used in the
past and has been successful. Mr. Bozynski responded to Commissioner Wiedower
saying that the subcommittee would not change the ranking of the sub-goals. Chair
Marshall Peters asked if it made sense to add a representative of the City Beautiful
Commission to the subcommittee. Tony Bozynski, Director of Planning and
Development, stated that the CBC had a lot on its plate and did not see what they would
have to add to the discussion. He suggested maybe adding someone from the
Downtown Partnership to the committee. Commissioner Hendrix suggested bringing in
someone from the UALR Public History Program for a seat on the committee. Mr.
Minyard stated that he would contact UALR’s Public History Program. Commissioner
Hendrix suggested that someone from the Associated General Contractors be brought
into the plan or the construction industry.
Work Plan
Topic #19, Storm windows in general was discussed at length. Commissioner Julie
Wiedower stated that instead of the Commission just telling the public that they had to
repair and keep their windows, the Commission needed a list of contractors that could
do the work.
Boyd Maher and Brian Driscoll from AHPP, provided handouts with "cold hard numbers"
on utility savings and financial incentives of saving the existing wood windows versus
replacement. Commissioner Wiedower stated that the HDC should provide information
as a rational alternative to the window salesman. She suggested writing articles for the
QQA Chronicle or the Democrat Gazette.
Discussion turned to the interior storm windows and the problems of interior
condensation on the inside sill. The storm windows protect the exterior sash from the
elements in addition to any energy savings. Commissioner Randy Ripley stated that the
interior storm windows do not have to be left up year round. He also mentioned the
glare that storm windows generate versus the original window with its muntins or
stained glass. Interior storms do not produce that glare. He also spoke of the acoustic
value of storm windows.
The Commission decided to add a line of text in the guidelines at the first of the
paragraph on Screen and Storm windows as follows: Interior storm windows are
encouraged and preferred. These do not require a COA nor the associated costs of the
COA. Screen and Storm windows should....
