In Decembex of 1992,the Forest Hills Neighborhood Associationsubmittedax'eguest to the Planning Division that a study beconductedofthezoningpatternintheForestHillsneighborhood,The association had become aware that the cux'rent zoning in andiaxoundtheirneighborhoodwasinconsistentwiththeactualuse oftheproperty,similar to the zanixxg patterns that had existed inHillcrestandiCentralHigh.The Staff responded to the requestbypxoposingthatarezoningstudYbeconductedsimilax'o thosethathadbeendoneixxHillcxestandCentralHigh.

with the assistance of the neighborhood association.the propertyownershipwascollectedfromtheCountyAssessor's Office.EachawnexofasinglefamilyhausewhichiszonedR-4,was mailed eletterdatedOanuary28„1993.In this letter,they were askedtonotifytheCitYiftheydidnotwishtabexezaned.Severalindividualsdidaskthattheiryx'apex'ty be left as zaxxed.Thesepaxcelshavebeenx'emoved fx'om the list pxesented for theCommission's review.
At the end af February,a secand,lettex'as sent to each yxapextyownerwhahadlrespondedandayyx'oved rezoning of their yrayextyandtathasewhahadinotx'esyanded to the first lettex',Theyuryoseofthesecondletterwastogivethepropertyowner onemoxaclhencetohavetheix'roperty removedi from the list and tonotifythemafthepublichearing.NOTE1 Axxy owner who theCxtywasunalbletoreachhasbeenremovedfromtherequest.
The foll.owing is a list of addresses to be rezoned to R-3.

Ron Newman,planning Manager,introduced the item by exglainingthat,the neighboxhood had,requested the City look at,reducing thezoningintheirarea.Staff enlaxged the area for study and usedthetecbniguesasinCentralHighandHillcrest.
Wal.tez'alone,Plannex II,reviewed the methodology used:examine the adapted ylan and existing use.ta get a list fax.patential rezoning.The awnex's axe determined by a revie~af theAssessor's records (this was done with the assistance af theneighbox'hood association).Letters are mailed tc vacant orsinglefamilyparcelownexswhereitheplancallsfcxsinglefamilyandtheyaxceliszonedmoxathansinglefamily.Andfinallyiftheownerdoesnotobject,their yaxcel is thenbroughttotheCommissionforrezoning.

Xn this case,there were many letters returned as unde3.iverable(these were also dropped).There was discussion about the numberofparce3.s not contacted and the number which wex'e actua3.lysinglefamily.Commissioner VonTungeln also asked about theeffectsofhavingamixofzoning(i.e.my neighbor can do it whycan'.X).Xn the futuxe,this could arise3 howevex,there axesevexalareasalreadyexistinginthatsamesituation.
Chairman Walker'sked to clarify that the plan calls for singlefamilynowandthezoningisinconformancewiththeadoptedplan.Mr.Walker also asked about density reviews,Mr.Lawsonstatedcux'xently the City did not make that review.
Mr.Fletcher,Pxesident of Forest Hills Neighborhood Association,addressed the Cozzzission and thanked staff and the Commission
fox'heir'ssistance.Mr.Fletchex also revi.ewed sevexa3.changes intheneighboxhood:Police foct patrol,alert center,Neighborhood's efforts to find problem owners and solve thepxoblem,etc.
Cozzzissionex VonTungeln wished to express what the rezoning inandofitselfwouldnotchangethings.Staff reviewed ethereffortssuchasamodelblockandtheitemsMr.Fletcher'adidentified,which taken together hopefully wi11 benefit the axea,Mr.Lawson stated that at the May Plans Hearing he wished toxeviewotheractionsthestaffistakingwhichtheCommissiondoesnctsee,
Chairman Walker asked for a vote and by unanimous vote (8 for,0 noes,3 absent)the rezoning as presented was approved.
