3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 11,369 (SEPTEMBER 3, 2002) TO PERMIT THE JUNIOR LEAGUE OF
5 LITTLE ROCK, PURSUANT TO THE TERMS OF AN HISTORIC
6 FACADE EASEMENT, TO MAKE CHANGES TO THE WINDOWS IN
7 THE WOMEN'S CITY CLUB; TO IDENTIFY THE CHANGES TO BE
8 MADE; AND FOR OTHER PURPOSES.

10 WHEREAS, the City previously maintained a program to preserve historic building facades by
11 purchasing historic easements to preserve such facades when possible, and this program was a part of a
12 Capital Improvement Bond issue approved by the voters; and,
13 WHEREAS, in Little Rock, Ark., Resolution No. 11,369 (September 3, 2002), the City purchased for
14 twenty thousand dollars ($20,000) a facade grant easement from The Junior League of Little Rock for the
15 Women's City Club building located at the West 115' of Lots 1 and 2, Block 30, Original City of Little
16 Rock, Pulaski County, Arkansas; and,
17 WHEREAS, a request has been made to alter the terms of this historic facade grant easement to permit
18 The Junior League of Little Rock to install a different type of window on the building;
19 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK, ARKANSAS:
21 Section 1. The City Manager is authorized to permit the following modification of the windows at the
22 Women's City Club building pursuant to the Historic Facade Grant attached as Exhibit A to Little Rock,
23 Ark., Resolution No. 11,369 (September 3, 2002):
24 (a) The only windows to be replaced are:
25 (i) The basement windows; and,
26 (ii) The third floor windows deemed historic by The Department of Arkansas Heritage and the
27 Arkansas Historic Preservation Program ("AHPP"); and,
28 (iii) The new windows shall match the old in design, color, and other visual qualities and, where
29 possible, materials; and,
30 (iv) The original frames of the third floor windows are not to be removed or destroyed when
31 the insert replacement windows are installed so the original windows could be installed at
32 a later date if desired;

1 (b) The windows to be restored in accordance with the guidelines of the U.S. Secretary of the
2 Interior are those located on the first and second floor; and,
3 (c) The original third floor windows shall be maintained in a safe and dry place at the Women's
4 City Club; and,
5 (d) A manufacturer's specification sheet on the replacement windows is attached as Exhibit B to
6 this resolution.
7 Section 2. To the extent that such actions constitutes an amendment of Little Rock, Ark., Resolution
8 No. 11,369 (September 3, 2002), and the attached exhibit, such an amendment is authorized.
9 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
10 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
11 adjudication shall not affect the remaining portions of the resolution which shall remain in full force
12 and effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part
13 of the resolution.
14 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
15 the provisions of this resolution, are hereby repealed to the extent of such inconsistency including, but not
16 limited to Little Rock, Ark., Resolution No. 11,369 (September 3, 2002), and its exhibit.
